An engineering consultant evaluated trees along this corridor, identifying 44 trees, primarily soft Maples, for removal due to conflicts with utility services or poor health.
The project proposes a “road diet,” narrowing the current 56-foot-wide roadway to allow more boulevard space, facilitating replanting efforts. The commission learned that at least one tree will be replanted for each tree removed, with potential plans for decorative trees and shrubbery if a center median is included. Past replanting efforts featured species such as Autumn Blaze Maples and Japanese lilacs. Though specific replanting decisions are pending, the commission recognized the need for proactive communication with property owners, as the removal of mature trees represents a substantial change to the corridor.
In tandem with tree removal efforts, the commission is advancing its EAB removal program, which began accepting reimbursement requests from property owners as of January 1, 2025. The program, backed by a $100,000 allocation, offers a 50% reimbursement for the cost of removing one ash tree per property. Concerns arose about whether the funds would suffice for anticipated removals, with additional redistribution possible after July 1, depending on participation rates. There was apprehension about homeowners delaying tree removals, potentially complicating future management.
The commission also discussed updates from the Parks and Recreation department, which identified several small and mid-range ash trees for winter removal without contracted services. Budget increases are slated for larger tree removals in parks, such as Nells and Washington Parks. Public Works reported on ongoing operations, having removed over 300 stumps and targeting 50 more before winter’s end. In the cemetery, six ash trees were removed, with plans to contract out larger trees.
Along Broadway, 34 ash trees remain after the removal of approximately 70. The commission is considering future removals for these and another 630 ash trees citywide. The Minnesota Department of Natural Resources (DNR) grant application process was noted as a potential funding source for ongoing boulevard tree removals.
The commission’s efforts to engage the community included discussions on utility billing inserts and the big tree contest. Due to increased printing costs, the commission opted for a single insert the previous year and is considering incorporating information on the reimbursement program and the tree contest in this year’s flyer. The flyer is planned for distribution by the home show in late March. Commissioners debated the continuation of the tree contest, noting mixed engagement levels in previous years but recognizing its potential to foster community interest and involvement.
The commission officially welcomed a new member, Jordy Vite, who expressed eagerness to contribute, particularly in tree measurement activities. The meeting also covered plans for the home show on March 28 and 29, 2025, with a budget allocation for a booth to provide materials and answer public inquiries. A motion to participate received unanimous support.
