The council’s conversation shifted to the state of lighting across the city, with concerns raised about outdated and non-functioning lights. Discussions with the new Regional Public Affairs Manager for PSCG, Gary Williams, led to a review of the current lighting situation, including the need for LEDs and better reporting mechanisms for outages. There was an emphasis on the relationship between well-lit streets and crime prevention, with several council members underscoring the urgency of upgrading lighting to improve public safety.

Enforcement of ordinances related to street vendors was another focal point, with council members requesting updates on ticketing and the impact on local businesses and quality of life. Mr. Ba responded to concerns, noting the challenges of budget constraints and systematic follow-up on vendor permits. The conversation extended to the condition of Newark’s streets, where frustration was voiced over delayed paving projects and the lack of information on specific streets slated for improvement. The assistant director of the department cited delays in obtaining necessary approvals from the state Department of Transportation.

The permit process for religious groups preaching on the streets also prompted a debate. The constitutionality of requiring a permit was questioned, and the idea of a seasonal permit was proposed. The council agreed to seek a written response from the legal department on the matter.
