Newbury Conservation Commission Discusses Multiple Project Delays Due to Weather and Permitting Challenges
- Meeting Overview:
The recent Newbury Conservation Commission meeting was marked by discussions on project delays primarily due to weather conditions and permitting issues. Several applicants requested continuances for their projects, including the Newbury Town Beach project and the Old Newbury Golf Club’s maintenance activities, as they awaited snow melt and further plan revisions.
The most notable discussion centered around the Newbury Town Beach project, which aims to remove debris and reestablish beach accessways. The applicant submitted a notice of intent, but recent comments from NHSP prompted a request for a continuance until the April 7th meeting. The commission is currently reviewing updated survey plans and awaiting additional information from the applicant to proceed with the project.
Another notable topic was the Old Newbury Golf Club’s notice of intent for golf course maintenance, which includes tee box relocation and tree removal within buffer zone areas. Progress on this project has been hindered by snow cover, preventing a site visit necessary for wetland delineation. The commission anticipates conducting an on-site meeting once weather conditions improve.
Additionally, the meeting addressed the reconstruction of an MBTA residential housing development on Central Street. The applicant is still working on updated plans and reaching out to abutters for notification, leading to another request for a continuance to the April 7th meeting. The commission discussed the possibility of scheduling a special meeting if the applicant can finalize their plans ahead of time.
Lastly, the commission touched on the expansion of boardwalk systems on Boston Road, a project also delayed by weather conditions. An applicant representative explained that administrative submissions are complete, but fieldwork and flagging for wetland delineation await snow melt. They plan to map the area and submit the information to the commission and Mass D.
The commission also received an update on a fragmites control project on Seaview Lane, where residents are organizing an invasive species removal initiative. The project is still in its early stages, and further updates will follow as the permit process advances.
