Newbury Conservation Commission Reviews Great Meadows License and Awaits Updated Project Plans

The most pressing topic was the review and subsequent approval of the Great Meadows license contract. This contract permits local agricultural activity, specifically haying, on town-owned fields while ensuring compliance with environmental restrictions, such as those protecting nesting birds. The Commission noted that the contract underwent minor updates, primarily concerning language and dates, with no substantive changes to the terms. The contract, valued at $500, was unanimously approved following a motion and second from the Commission members. Questions arose regarding the grading and condition of the parking area, but it was confirmed that the contract stipulated the owner’s responsibility for maintaining the access road as needed.
Another item on the agenda was the discussion of several project applications that required additional documentation before the Commission could proceed. One such application was the amendment request for file number 0501435 regarding the Sunset Club, which involved the installation of a 40 by 40 open pavilion structure. The Commission expressed concerns about the need for updated stormwater calculations, which were essential for the project’s assessment. It was noted that these calculations would be submitted shortly, as confirmed by Steve Sawyer. The Commission agreed to continue the public hearing for this amendment at the next meeting on August 5th.
Similarly, the request for a continuance on the public hearing regarding file number 0501447 for a project on Plum Island Boulevard was granted. This project entails the demolition of an existing structure and the construction of residential townhouses. The applicant requested additional time to revise the project plans, and the Commission voted to continue the hearing to August 5th.
In addition, a Certificate of Compliance for a property on Boston Road was discussed. The applicant sought a full certificate for a project involving the construction of an office garage contractor shed. The Commission noted the need for updates on the as-built plan and stormwater calculations, which were to be reviewed once submitted. The approval of this certificate remains contingent on the submission and verification of these documents.
The meeting also touched upon a Request for Determination of Applicability (RDA) related to 2214th Street for the in-kind replacement of masonry stairs on Plum Island. Mason Barrett, the conservation agent, reported ongoing discussions with the applicant and the stonemason regarding the project’s scope. The Commission agreed to revisit this item at the next meeting, highlighting the need for continued collaboration and communication between the applicant and the Commission.
With upcoming meetings scheduled for August 5th and a return to two meetings per month in September, the Commission continues to lay the groundwork for effective conservation management in Newbury.
