- Meeting Overview:
At the recent Newbury Library Board meeting, discussions focused on professional development funding, staffing changes, and budgetary matters, including the allocation of resources for upcoming projects and events.
A prominent topic at the meeting was the allocation of $2,000 for the Professional Development Fund to support training and conference attendance for library staff. One member noted that the fund would provide $250 per person, which would cover all eight staff members, including two part-time positions that had yet to be filled. This proposal was driven by the underutilization of funds in the previous year, where the highest individual allocation was only around $100. The board agreed to the $2,000 allocation with the understanding that adjustments could be made if greater needs arose later in the year. Additionally, there was a healthy amount of state aid available, but the board was cautious about using it for staffing needs. The board emphasized the need for transparency in financial matters, requesting a breakdown of available funds from various gift and memorial sources for better planning.
Staffing changes were also highlighted, with Catherine introduced as a new associate and Liz stepping into the role of head of circulation. Will took over Liz’s previous position, and the youth service associate position, previously held by Cory, was open with applications starting to come in. The director also expressed excitement about a substitute library position that had received approval for submission to the town, which would allow for more staffing flexibility during absences. A former staff member had already shown interest in this position.
The director provided updates on library initiatives, including the completion of the state survey and work on the state’s financial report, which would be assisted by the town accountant upon her return from vacation. The director and Catherine both secured scholarships to attend the New England Library Association conference in October. Programming was reported to be back in full swing with new activities, such as yoga classes and craft events. A notable teen program featuring the gaming company OneUp Games had also garnered registrations due to extensive community promotion efforts.
Budgetary discussions included the director noting that staffing changes provided some financial flexibility, although specific budget details were still under discussion. In terms of facilities, the generator contract faced delays due to supply chain issues, with a 20-week delivery time anticipated. Preparatory work, including platform and gas line installation, was planned to commence soon. The HVAC system had also faced delays due to prioritization of another school project, with hopes for resolution by the following spring or summer.
The director relayed updates on the installation of electric vehicle charging stations, with work expected to begin soon. Additional discussions centered around security enhancements, including the installation of security cameras and improving handicap accessibility in the bathrooms. These projects had been long-awaited and were prioritized for the current year.
The board also addressed a Freedom of Information request, noting that the necessary information had been prepared and was ready for submission, although specifics regarding the nature of the request remained unclear. Questions regarding the library budget were raised, particularly about potential discrepancies in financial reporting that needed clarification. The director was encouraged to address these issues promptly to ensure accurate records moving forward.
Discussions regarding the Smith fund, designated for technology upgrades, revealed concerns about its longevity. The fund had not been tapped into for many years, with the last substantial use being for a staffing position. However, there was interest in utilizing the remaining resources for video equipment or grants.
Policy consolidation was another topic of interest, with a commitment to review and potentially update or add new policies in response to past events. The visibility of the request for reconsideration form on the library’s website was also discussed, prompting a decision to prioritize its update.
The board also discussed upcoming events, particularly the Harvest Fest scheduled for October 26. Excitement was expressed about the event, with plans for a pie sale, participation from local agencies, and the inclusion of lawn games. Soup, a highlighted aspect of the festival, was humorously mentioned by a member who expressed regret for signing up to make it despite their limited cooking experience. The board decided against including a photo booth, which had not attracted much interest in the previous year, and suggested enhancing participation by promoting it more actively.
