Newbury Library Board Tackles Budget Hike to Maintain Consortium Membership
- Meeting Overview:
The Newbury Library Board of Trustees convened on November 12th to deliberate on a range of issues, most notably a proposed budget increase driven by rising fees from the Merrimack Valley Library Consortium (MVLC). The board recognized the necessity of the budget hike to ensure continued access to essential library services, including interlibrary loans and statewide databases.
Historically, the library had managed to cap its payments to the consortium, but recent changes in management have necessitated a reevaluation of the dues. The board members discussed the implications of failing to meet these financial obligations, which could severely restrict patron access to crucial resources. The proposed budget would include an almost 4% increase, reflecting both the consortium’s fee hike and the need to maintain current service levels.
Library Director emphasized the importance of the budget adjustment, noting that while certain budget areas would remain unchanged to offset the MVLC fee increase, the overall rise was unavoidable. State aid was identified as a potential relief source, particularly for the materials budget, but the library would still need to meet a 19% requirement for state aid eligibility. The director articulated the necessity of this funding structure, highlighting that the library’s operational effectiveness was contingent upon it.
Board members expressed unanimous support for the budget request, acknowledging the critical nature of the funding to the library’s mission. Discussions also touched on the language of past endorsement statements.
In addition to budgetary matters, the meeting covered several other topics. The director’s report revealed a series of developments, including the posting of a library associate position and the ongoing work on the upcoming year’s budget request. Notably, the Friends of the Library were conducting a Thanksgiving pie fundraiser, generating enthusiasm among board members and patrons alike.
The Harvest Fest was another topic of discussion, with its resounding success raising approximately $1,800. The director shared plans for next year’s event and expressed appreciation for the community’s engagement.
Building management changes were also on the agenda. The consolidation of town-owned and leased properties had alleviated the director’s responsibilities concerning facility-related issues, a shift described as highly beneficial. A facilities manager now oversees these aspects, improving operational efficiency.
The library’s upcoming 25th anniversary was another topic of interest. Board members discussed organizing a celebration to honor past trustees’ contributions, agreeing to document this goal for the coming fiscal year.
The director plans for a community engagement initiative, including strategic planning workshops leading up to 2027. Surveys and focus groups are set to begin in the spring or summer, aimed at incorporating community feedback into the library’s strategic goals.
Contractual updates for the director were also reviewed, involving minor changes such as date and pay adjustments. The discussion included a proposal to adopt gender-neutral pronouns in the contract, which received support. Adjustments to the probationary period were suggested, with a move towards its removal for the current renewal. Concerns about unnecessary legal review expenditures were voiced, with members noting that such reviews had not traditionally been part of the process. The board agreed to finalize the contract changes for a signature on an upcoming Thursday.
