Newbury Planning Board Approves Site Plan for a property on Central Street Multifamily Development

This followed recommendations from their traffic consultant, MDM. The team also reported ongoing discussions with both the Conservation Commission and the Bfield Water District regarding off-site improvements and pipe upgrades.
Architectural comments from a special projects planner were also on the agenda, with the development team working to address these. An updated landscaping plan was presented, reflecting input from the Scaderia family, the abutters to the project, and detailing approved plant species and tree heights.
Further discussions during the meeting centered on modifications to the lighting plan, which will require final approval from the planning board. The board also made slight adjustments to the language concerning landscaping conditions and added a stipulation that final architectural drawings must resolve all review comments before building permits are issued. These documents will undergo review and approval by the planning director and building commissioner to ensure compliance and clarity.

In other developments, the board received a definitive subdivision application for a two-lot subdivision on Central Street, which had previously undergone a preliminary review. The public hearing process for this subdivision is set to begin shortly. Additionally, a pre-application meeting for a proposed multifamily project on Handover was discussed. This meeting will involve various town officials and aim to review preliminary plans.
Adjustmentsttention was also given to conservation efforts, with the announcement of a fully approved and recorded conservation restriction for Seagate. This area will be managed collaboratively by the town’s conservation commission and homeowners, with plans for a celebratory walk through the protected area.
