Newbury Planning Board Debates Subdivision Delays Amid Water and Septic System Complications
- Meeting Overview:
During a recent Newbury Planning Board meeting, the board grappled with significant challenges concerning a two-lot subdivision on Central Street. The project, owned by Michael Becker and Byfield LLC, faced delays due to intricate issues involving water line placements and septic system designs. Discussions led to the unanimous decision to request a three-month extension past the original June 20 deadline to address these complexities.
The primary focus of the meeting was the definitive subdivision application for the two-lot subdivision, presented by Paul Finocchio of PJ Associates. Finocchio provided a detailed overview of the proposed changes, which included a new roadway and cul-de-sac design, modifications to water service locations, and landscaping adjustments to minimize lighting impacts on adjacent properties. These changes were complemented by a waiver request for varying entranceway radii, essential for managing traffic flow at the site’s entry.
Complications arose regarding the layout of water lines and their interaction with the septic system design. Concerns were raised about the necessity for the Byfield Water District to review and approve the water connections. Finocchio acknowledged the uncertainty around whether the water department had assessed the revised plans, emphasizing the importance of securing approval from the Board of Health for the septic system, which would be situated at the back of the property.
The Planning Board members agreed that while a preliminary septic design was not mandatory, it would be advantageous for moving the project forward. The extension request, supported by all members, was considered prudent to ensure comprehensive reviews and approvals were obtained without further deadline pressures.
In addition to the Central Street subdivision, the board touched on several other noteworthy topics. An update on the Cypress Hollow subdivision highlighted the third request for a partial release of security funds. However, the application had not been peer-reviewed, leading to its deferral to the next meeting’s agenda.
The board also reviewed and approved the site plan for an as-built project on Boston Road. Kristen, a key participant, provided a progress report, noting satisfactory revisions following peer review. The board members confirmed that once final invoices from the peer review were received, any remaining funds from the escrow account would be returned to the applicant.
Liaison reports delivered by board members offered insights into local projects and initiatives. An upcoming Zoning Board of Appeals meeting was announced, featuring public hearings for renovations on Northern Boulevard and a single-family home rebuild on Sunset Drive. Meanwhile, the ferry boat project on the Merrimack River showed promise, with plans for a solar-powered vessel catering to commuters and tourists, although full operations were not expected until the following summer. Additionally, arts and culture planning efforts aimed to enhance public spaces through art, aligning with the town’s master plan.
The board underscored the importance of maintaining the master plan as a dynamic document. The regional planners’ meeting updates included a demonstration project in Lawrence, where road modifications were being implemented to improve pedestrian safety. Kristen shared her involvement in painting the new road markings, a task that was both enjoyable and physically demanding.
