Newbury Planning Board Meeting Stalls Over Quorum Issues, Delays Public Hearing
- Meeting Overview:
The Newbury Planning Board meeting faced an unexpected halt due to a lack of quorum, causing significant delays in the agenda, particularly affecting the anticipated public hearing for the Seagate development on High Road and other ongoing projects.
The meeting, which took place under the allowances of remote participation as per the Acts of 2025, commenced with standard procedural activities. However, it quickly encountered challenges due to the absence of several board members, notably impacting the ability to proceed with legal matters. Chair Woody Knight, after confirming the presence of attending members and staff, including Kristen Grubbs, found that the absence of board member Scott Ker prevented the board from meeting quorum requirements. This situation led to a decision to postpone the public hearing, despite discussions on whether to proceed.
The Seagate development on High Road was a primary focus of the agenda. The project had been delayed due to state review processes concerning a conservation restriction on open space linked to the development. While feedback from the state was finally received, consisting mainly of minor comments, the board could not advance discussions due to the quorum issue. The planned hearing would have addressed these updates, including the necessary signatures for the conservation restriction deed from various entities and the completion of a baseline report on the property’s condition. The inability to proceed was met with disappointment from attendees, though there was a general understanding of the situation’s constraints.
Additionally, procedural questions arose regarding the need for renotifying participants about the rescheduled public hearing due to the quorum issue. There was uncertainty over whether full renotification was required, given that the original meeting agenda had been posted and interested parties notified. The board considered consulting town legal counsel to ensure compliance with procedural norms.
The meeting also touched upon other significant ongoing projects. An update was provided regarding the property on Central, set for a public hearing on July 16. Members had visited the site, and the upcoming hearing was intended to focus on revised civil engineering and architectural plans, with traffic discussions deferred to a later date. This approach was designed to allow stakeholders ample time to review and prepare for the discussions.
The quorum issue underscored the importance of effective communication and scheduling among board members. The absence of quorum was noted as a rare occurrence, with one member emphasizing, “this is the first time we’ve not had a quorum to open a public hearing.” Despite the setback, the board maintained a tone of understanding and commitment to administrative preparedness, expressing apologies for any inconvenience caused.
The meeting also highlighted the debut of Satie Woodward, the new assistant planner. Her background in sustainability and environmental planning was noted, and her transition from part-time work with the open space committee to a full-time role with the planning team was met with enthusiasm. Chair Knight expressed gratitude for the support from board members, noting the completion of the fiscal year and his own one-year anniversary as planning director.
In the absence of further business and with the continued absence of board member Mike Becker, the meeting concluded with a motion to adjourn. The board members were reminded of the next scheduled public hearing on July 16, and the importance of clear communication regarding the agenda and meeting order was reiterated.
