- Meeting Overview:
In a meeting largely focused on educational collaboration, the Newbury Select Board approved a memorandum of understanding for an innovative shared campus model between Northern Essex Community College (NECC) and Whittier Tech. The agreement, aimed at addressing capital issues and enhancing educational access, does not require funding from Newbury.
The memorandum of understanding between Whittier Tech and NECC was the centerpiece of the meeting, with representatives detailing the proposed shared campus model. Chris Sanza from NECC described the collaboration as a solution to Whittier Tech’s capital challenges while emphasizing affordability for the 11 communities involved. The model, highlighted for its innovative approach, has already garnered endorsements from multiple mayors, including those from Haverhill and Amesbury.
The board’s discussion on this topic was comprehensive, touching on various aspects of the agreement. A critical point was the assurance that Newbury would not be financially burdened by the project. This was confirmed by Sanza, who stated that Whittier Tech’s previous submissions cover the Massachusetts School Building Authority (MSBA) study’s funding. The board also considered the potential for increased student enrollment at Whittier Tech, projecting an increase of at least 300 students. Historical data was reviewed, noting that since 2019, Newbury had 49 applicants to Whittier, with 36 accepted.
Board members expressed optimism about the shared campus model’s potential benefits, including reduced operational costs and enhanced educational access. The agreement was seen as a way to avoid past funding competition between Triton and Whittier Tech, a contentious issue previously. One member noted that the model addresses the need for new infrastructure and creates a new framework for career and technical education in Massachusetts. The importance of community involvement and support from various levels of government was underscored, with backing from the governor’s office and other officials mentioned.
The non-binding nature of the agreement was also a focal point, offering flexibility for future developments. Sanza confirmed this aspect. Technical details regarding the submission process to the MSBA were discussed, with Sanza noting the thoroughness of the MSBA’s review process and the importance of maintaining open communication with stakeholders.
In addition to the shared campus model, the board also considered the formation of a working group to ensure broad representation from the towns involved in the collaboration. This group would include notable figures such as Mayor Gove and Senator Tarr, alongside representatives from the Harvard Workforce Project and the Donahue Institute. The process would involve one-on-one interviews with community stakeholders.
The meeting also touched on the implications of the MSBA’s involvement in future educational projects, particularly concerning community colleges and state schools. A timeline was presented, mentioning an MSBA meeting scheduled for December 14, where critical decisions could be made. The internal processes following this would require a vote from the Board of Trustees to approve the proposed path and recommendations from the Donahue Institute.
