Newport City Council Approves Drive-Through Project Amid Traffic and Noise Concerns

Ultimately, the need for a fence was acknowledged, and it was agreed that a plans would be developed to ensure compliance with city standards while addressing community concerns.
Attention then turned towards the city’s budget for 2026, which was presented as a “keeping the lights on” budget. The council reviewed the implications of increased debt and decreased local government aid, which contribute to a $175,000 impact on the general fund. The budget for 2026 is set at $4.182 million, a slight increase from the previous year, primarily aimed at maintaining essential services rather than funding new projects. Discussions highlighted the importance of maintaining a healthy fund balance to serve as a financial buffer in the coming years, especially with anticipated costs for new deputy positions and other operating expenses in 2027.
The council also examined the Capital Improvement Plan (CIP) for the next five years, which includes maintenance of infrastructure and equipment. While the CIP outlines future planning, any actual expenditures would require council approval. The financial outlook for Newport was further scrutinized, with a focus on the city’s cash investments totaling approximately $12 million. These funds are reserved for infrastructure projects, with an emphasis on generating interest income to support future developments. However, the necessity to bond for additional funds was noted, due to the restrictions on designated accounts like the NITA, which cannot be used to offset property taxes.
Other discussions included a proposed building expansion requiring flexibility from city standards due to impervious surface limits. The project, with a planned addition of nearly 12,000 square feet, would bring the impervious surface to 83%, exceeding the city’s 75% limit. The council considered the long-term vision for the area and the potential need for variances or planned unit developments to proceed with the project.
