The proposed ordinance language specifies areas unsuitable for infiltration, providing clear guidelines for developers to ensure stormwater is managed without adverse environmental impacts.
The third revision addresses off-site stormwater treatment options. In cases where on-site management is unfeasible, developers could contribute to larger-scale projects elsewhere in Newport. This “cash in lieu” option allows the city to fund broader stormwater management initiatives, such as installing grit chambers to treat runoff before it reaches the river. These structural best management practices (BMPs) are part of Newport’s ongoing efforts to improve its stormwater infrastructure.
