Nisswa Parks Commission Tackles Playground Design and Community Center Renovations
- Meeting Overview:
During the recent Nisswa Parks Commission meeting, members engaged in discussions concerning the design and surfacing materials for a new playground, as well as the renovation plans for a community center. The deliberations highlighted the Commission’s focus on enhancing community spaces while balancing budget constraints and community needs.
The playground project was a primary topic, with discussions centering on the ideal surfacing materials. Four main options were considered: crushed up rubber, artificial turf, poured-in-place materials, and engineered wood fiber. Each option has its benefits and drawbacks, with engineered wood fiber currently in place as it meets ADA requirements. Concerns were voiced over maintenance issues, such as “divots under swings” and erosion in poured-in-place areas. The Commission explored the possibility of a hybrid approach using multiple materials, though this raised questions about potential complexities in maintenance.
The choice of surfacing material is crucial not only for safety but also for securing grants. The Commission considered whether an all-inclusive playground design might enhance their grant application prospects. Reference was made to Eagleville Elementary’s playground, which uses poured-in-place surfacing, as a potential model.
A proposal emerged for forming a subcommittee to refine the playground design in collaboration with Flagship Recreation. This group would also address surfacing options and gather community feedback. The Commission stressed the urgency of these decisions, with a grant submission deadline looming on March 31st. Public engagement was emphasized as pivotal, with a February 10th meeting scheduled to solicit community input.
In a related matter, the Commission examined renovation plans for a community center, discussing necessary repairs and upgrades. The building’s future purpose remains ambiguous, as it was not clearly defined in the city’s master plan. repairs, particularly water damage in the basement, were acknowledged as priorities. Proposals for bathroom renovations were discussed, with costs expected to rise if delayed. The funding for these repairs is set to come from the capital reserve fund, preserving park funds for other uses.
Discussion of the community center also touched on two contractor proposals for the renovation work, with differing approaches from Norison and Hi-Tech. The Commission debated the scope of necessary work and the implications for the building’s future use. Before committing significant funds, some members suggested considering alternative uses or major upgrades to the facility.
As part of the broader improvements to the community’s recreational spaces, the Commission also addressed the Glay Trail project. Progress on the Nissall Lake Park section was noted, with a new restroom facility planned. The pre-cast concrete design with flushing capabilities mirrors a recent installation at Between the Lakes Park. Finalizing layout and budget plans for this project is underway, with city council approval being the next step before soliciting quotes.
In conjunction with physical upgrades, the potential for hosting events at the community center was discussed. The idea of organizing activities such as catered dances was raised, though concerns about the city’s capacity to manage such initiatives were noted. The prevailing opinion favored limiting the city’s involvement to facility rental, possibly allowing local organizations like the Lions Club to spearhead event organization and marketing efforts.
The meeting also addressed the process of filling a vacancy on the Parks Commission. An application from a candidate named Stephen, with experience in grant writing and work with the DNR, was presented. Support for his candidacy was unanimous, leading to a motion to recommend his appointment to the city council.
