- Meeting Overview:
During the recent Nisswa Planning Commission meeting, a significant variance application was approved, allowing homeowners Doug and Melanie Peterson to maintain an accessory structure within the setback from the road right-of-way and to expand a deck within the lakeside setback. The commission also discussed planning for the 2025 calendar and paused the downtown master plan for further community input.
The commission’s primary focus was on variance application 02924, submitted by Doug and Melanie Peterson for their property on Hazelwood Drive. The application involved two main requests: retaining an existing accessory structure within the road right-of-way setback and expanding a deck closer to the lake than typically allowed. The accessory structure, a shed, was already in place when the Petersons purchased the property, aligning with neighboring garage structures. The deck, originally built in the 1990s, required reconstruction due to deterioration, and the Petersons sought to extend its width uniformly to enhance usability.
A review of the variance application was conducted, addressing the necessity and impact of the proposed modifications. Discussion points included the unique topography of the property, which funnels stormwater towards the lake, complicating relocation of the shed. The commission found that maintaining the existing placement of the shed did not harm the locality’s character and that the deck expansion was reasonable, given its alignment with the current structure. Ultimately, the variance was approved, with conditions as outlined in the staff report, allowing the Petersons to proceed with their plans.
In other business, the commission reviewed and approved the 2025 Planning Commission calendar, introducing structured development review team meetings to streamline processes for future variance applications and other planning matters. These meetings aim to improve time management and clarity regarding procedural requirements for applicants.
The commission also addressed the Nisswa downtown master plan, which is currently paused until early 2025. This pause allows for additional feedback from local businesses, property owners, and residents via a survey conducted by the chamber of commerce. The feedback will help redefine the committee’s composition and identify necessary infrastructure updates. A recommendation based on the survey results is expected to be presented to the city council in December, with further consideration in the new year.
