Nisswa Planning Commission Faces Community Concerns Over Proposed Zoning Changes

The rezoning decision, she explained, must adhere to established criteria and cannot be based on potential future developments. The Highway Business District allows for 50% impervious surface coverage, which could help maintain green space.
Another resident expressed confusion over past zoning changes, questioning the process and the accuracy of previous zoning listings, which were later clarified to be conceptual rather than actual designations.
In addition to the zoning amendment, the commission discussed a development proposal related to a corridor study by MINDAT, covering a stretch from Baxter to County Road 18. The study aims to address current community needs and future growth, with potential design ideas presented at the meeting.
Attention also turned to the city’s current purchase agreement with Stewart Mills concerning a portion of property for sale. A thorough due diligence process involving environmental and archaeological studies is underway, with completion expected by fall. The city will then determine next steps, including potential bonding for the property acquisition.
In other business, the commission reviewed a variance application for property on Roy Lane. The applicants, longtime residents, proposed replacing and expanding their deteriorating decks, adding a screened porch, and placing a storage shed. The commission member who visited the site noted the necessity of the improvements, particularly concerning safety and drainage. The commission ultimately approved the variance, recognizing the improvements’ consistency with single-family residential use.
The meeting also addressed a conditional use permit application from Roundhouse Brewery on Smiley Road. The brewery sought approval for operating a restaurant within the Highway Business zoning district, having been unaware that an update to their permit was required. The commission expressed support for the brewery’s compliance efforts and unanimously approved the application.
Additionally, the meeting touched on various types of permits issued, including those for remodeling, new constructions, and even chicken coops. The meeting concluded with a motion to adjourn, passing without opposition.
