The council was adamant about ensuring that any changes would not worsen existing conditions, especially at critical intersections within the borough. The necessity of maintaining the historic nature of the district was also emphasized, with council members requesting that any traffic equipment installed as part of the project reflect the borough’s aesthetic. Specifically, they asked for anodized black fixtures, similar to those in neighboring areas.
High visibility crosswalks were another concern, notably around a crossing point frequently used by high school students. The council requested the installation of a rapid flash beacon at this location and insisted on retaining an existing crosswalk near medical offices. The council members were vocal about needing final project plans before the project could move forward for bidding, stressing the importance of revisiting prior recommendations for stormwater management and aesthetic considerations.
In addition to the resurfacing project, the council addressed an ongoing trail project leading out to Barrington. Concerns were raised over a lack of plans since the project is not yet authorized for funding. Limited tree disruption was noted for the segment already in progress toward Station Avenue.
The council also held a public hearing for Ordinance 2024 1557, concerning a claimant certification exemption. Although the public hearing was opened, no comments were made, and the ordinance was adopted following a roll call vote. Furthermore, Ordinance 2024 1558 was introduced, amending the tree protection chapter in the borough’s regulations. A public hearing for this ordinance is scheduled for November 18, 2024.
Various resolutions were passed during the meeting, including Resolution 2024 200, which authorizes a shared service agreement for emergency storm sewer repairs. Among the noteworthy resolutions was Resolution 2024 208, requesting the insertion of a special item of revenue into the budget for the NJDOT Municipal Aid Reconstruction Grant Phase 3, amounting to $268,100. Another resolution involved the New Jersey EPA stormwater assistance grant of $155,000. Additionally, there were discussions about shared service agreements for grounds management and the authorization of contracts for related services.
Resolution 2024 216, concerning the execution of a redevelopment agreement, was tabled due to delays in finalizing draft agreements. This resolution will be revisited at the next council meeting on November 18. The meeting also saw the introduction of a resolution for a closed meeting to discuss solar panel donations to the library and potential budgeting for a senior social club.
During the public comment section, a resident asked about a recent resolution concerning alcohol, seeking clarity on future plans. Although the matter has been pending for 120 years, it remains under consideration as the council gauges public sentiment for crafting an ordinance.
