The commissioners recognized the profound loss felt by the community, particularly noting Tobin’s passing just hours after his wife, Shirley. The chair shared personal memories of Tobin’s influence and support during his early career.

The meeting also acknowledged the passing of Jim Sheets, another former Quincy mayor, who served from 1971 to 1980. The commissioners reflected on the enduring legacies of both Tobin and Sheets. In their honor, the meeting adjourned with a motion dedicated to the memory of Arthur and Shirley Tobin, which received unanimous approval.

In addition to these tributes, the commissioners addressed several key agenda items, starting with the Tournament of Friendship, an annual fundraising event benefiting the Boston Children’s Hospital Heart Center. Patrick O’Connell represented the initiative, aiming to secure $15,000 in direct contributions from the event scheduled for May 8, 2026. He emphasized the importance of confirming the date to avoid conflicts at the golf course, as the event has a storied history linked to his grandfathers. Despite some initial uncertainty among commissioners regarding the charity’s past involvement, O’Connell clarified the event’s tradition. The commissioners unanimously approved a motion to grant the charity rate for the golf tournament, subject to final review by the director.

The meeting also saw the board’s support for a Community Development Block Grant application for Randolph, aimed at assisting moderate-income families with housing and childcare needs. A letter of support was prepared for Secretary Ed Augustus.

In personnel matters, the board approved several rehirings at the Walls Recreational Facility and the appointment of Charles Kokal as a substitute instructor at North County Agricultural High School. These decisions highlight the board’s focus on maintaining robust staffing levels to support community services and educational programs.

The board also addressed logistical and financial matters. Payroll and expense warrants were approved, with a payroll warrant totaling $146,193.60 and an expense for the school amounting to $356,851.60. Additionally, an expense for the county totaling $131,764.81 received unanimous approval.

Director John Throl provided an important update on recent severe weather events, commending the maintenance staff for their exemplary work in preparing public buildings for use after significant snowfall. He noted that the Wallace Recreational Facility was particularly appreciated as a public resource during the snowstorm. Throl cautioned about another anticipated weather event that could affect southeastern Massachusetts and reiterated the county’s storm policy.

Throl reminded commissioners and department heads of the upcoming budget submission deadline on February 3 and encouraged those with questions to seek assistance. He also reported on midyear performance evaluations for department heads, noting positive progress on various goals, including initiatives related to time and attendance issues, which are set for further discussion at the next meeting.
