Norfolk County Commissioners Focus on ARPA Compliance and Budget Planning

He emphasized the collaborative efforts between the county and CLA to prevent potential issues with fund usage, stressing the importance of adhering to the intended use of the grant money.
The representatives noted that during the entire grant period, only one instance of an auditor flagging a policy-related item occurred, which was considered a remarkably low occurrence. The representatives expressed confidence in the county’s preparedness to continue monitoring the awards, complete necessary reports to the federal government, and successfully close out the grant. They also reassured the commissioners of their willingness to assist during audits.
Commissioner Richard raised questions concerning the availability of a written summary of the discussion and the mechanisms for reallocating funds if subrecipients do not utilize their full awards. The representatives confirmed that there is a mechanism in place to manage any surpluses, including the potential use of excess capacity grants. Although this mechanism has not been used, it remains available for necessary transfers.
Another topic discussed was the fiscal year 2027 budget development guidelines, presented by Director Cronin. He outlined that all department budgets must be submitted by February 3, 2026, with the budget presentation process set to commence on February 18, 2026. This process will include various departments presenting their requests over three consecutive weeks, followed by a public hearing on March 11 and a vote on the balanced budget expected on March 25. The finance committee and advisory board will review the budget proposal on April 15, with a final advisory board vote scheduled for May 13.
Cronin emphasized the need for departments to plan conservatively, citing no changes in revenue anticipated for FY27 due to economic conditions. A 3% cost of living allowance is expected for both union and non-union members, excluding figures from collective bargaining agreements. He also noted the importance of collaborating with the HR director to finalize workday calculations and salary timelines.
The meeting also addressed routine financial matters, including the approval of county payroll and expense warrants. The county payroll amounted to $144,385.62, and the Aggie payroll was $397,610.94, both of which received unanimous approval. The school payroll warrant of $397,315 and a county expense warrant of $420,885.97 were also approved following the same voting procedure.
In procurement updates, a three-year contract for printing services for the registry of deeds was awarded to Printing Unlimited, receiving unanimous approval. Additionally, gratitude was expressed towards the facility maintenance department for maintaining safety and accessibility across county facilities, particularly in preparation for winter.
