Norfolk County Faces Deadline to Spend Remaining $7.6 Million in ARPA Funds
- Meeting Overview:
In a meeting of the Norfolk Board of County Commissioners, substantial attention was given to management of the American Rescue Plan Act (ARPA) funds, with an emphasis on the $7.6 million that remains unspent. The county, having received approximately $137 million in ARPA funds, is faced with the task of ensuring all funds are expended by December 2026 to prevent returning any money to the federal government. Representatives from Clifton Larson Allen (CLA) were present to discuss their collaboration with the county, aimed at facilitating the proper allocation and use of these funds.
The meeting commenced with the introduction of Sean Goldrich and Katherine Pomeroy from CLA, who have been instrumental in managing the ARPA grant program for Norfolk County. Goldrich provided an overview of the county’s ARPA funding, emphasizing the substantial financial aid aimed at supporting local governments. He detailed that the funds were allocated based on population, with 281 of the 390 applications processed being approved. The remaining $7.6 million of the $137 million has yet to be spent, mainly due to delays in two communities. There was a strong focus on using the funds within the set deadline to avoid any returns to the federal government.
Goldrich elaborated on the systems in place for application intake and compliance monitoring. A digital portal developed for this purpose has facilitated the streamlined processing of applications and reports, involving shared costs among participating counties.
During the discussion, concerns were raised by a commissioner regarding the possibility of rushed expenditures leading to errors as the deadline approaches. In response, it was confirmed that the county is committed to providing the necessary support to auditors and has established processes to manage the program’s closeout effectively. The representatives also addressed inquiries about reallocating funds in cases where communities report a surplus.
Following the discussion on ARPA funds, the meeting shifted to more routine matters. The commissioners reviewed and approved payroll expense warrants for the county and school payrolls. A brief recess was taken to clarify an outstanding expense warrant exceeding one million dollars related to retirement assessments.
Attention then turned to the fiscal year 2027 budget development guidelines and timetables. A proposed budget document was presented, with department heads required to submit their entries by February 3, 2026. Conservative planning was emphasized, considering current economic conditions, with a 3% cost-of-living allowance outlined for both union and non-union members. The timeline for department head requests was established, with public hearings and final voting anticipated by March 25, 2026.
