Norfolk County Tackles Sewer Issues and Budget Planning Amid Successful Holiday Drive
- Meeting Overview:
During the recent Norfolk Board of County Commissioners meeting held remotely on December 31, 2025, the board addressed several issues, including ongoing sewer problems at the Quinsey District Court, budget planning for the upcoming fiscal year, and the conclusion of a successful holiday drive supporting veterans. Commissioners discussed various matters of community and operational significance.
The meeting delved into the pressing matter of the Quinsey District Court, which is facing significant sewer issues. The acting interim facility director, Chick Cushing, and his plumbing team have been working diligently to address these problems. Certain offices have been temporarily closed during the repair process. The court building, as noted during the meeting, is aging, with an anticipated closure set for September 2026. Cushing’s efforts to manage repair costs while maintaining operational functionality were acknowledged, highlighting the challenges of balancing financial constraints with the need to keep stakeholders informed and services uninterrupted.
In terms of budget planning, the board is gearing up to launch the FY27 budget process in January. A presentation by the chief information officer, Sam Evans, is expected later in January, where countywide projects will be outlined. Among these initiatives is the implementation of an employee assistance portal, which has already shown promise during a pilot phase. Plans are also in place to introduce an electronic time and attendance system. Additionally, the board plans to post for a new facility manager position in mid-January due to the departure of the current manager. Renovations for the commissioners’ office, including painting and carpeting, were also discussed to improve the workspace environment.
The meeting also highlighted the successful RSVP holiday drive, which focused on collecting essential personal items for veterans. Lucille Cass led the initiative, which received praise for its revamped approach in supporting veterans directly within the county. Collection locations included local libraries and senior centers, and the drive was deemed a resounding success, with collection bins filled multiple times. Commissioner Stady is set to join Lucille for a material drop-off next week. The collected items are planned for distribution to veterans’ hospitals.
Several capital projects were discussed, with upcoming bids for the Denim District Court parking lot improvements and the fire alarm panel replacement at the registry of deeds. As spring approaches, work will commence on parking lots and repointing at various court facilities, along with the installation of a mini-split system in Superior Court and stair replacements at the Blue House. Communication with the procurement officer is ongoing regarding an irrigation study for the Wallist recreational facility.
The board also discussed the future of the RSVP program, facing uncertainty over federal reauthorization. Despite the lack of clear communication from Washington, Lucille Cass continues to manage the program, supported by a temporary employee to ensure continuity. The board expects further direction on this matter by early summer 2026. Additionally, there was an emphasis on optimizing the remaining ARPA funds throughout 2026 to ensure effective community utilization, avoiding any return of funds to the federal government.
During the meeting, appreciation was expressed for the successes of the past year, with a proposal to draft a letter to the congressional delegation seeking assistance for the RSVP program’s challenges. Commissioner Collins voiced dissatisfaction with delays in addressing audit-related questions, and there was a push for the installation of electric vehicle charging stations in county buildings as a personal and board goal for 2026.
