Norfolk School Committee Approves New Director of Special Education Amid Budget Adjustments
- Meeting Overview:
The Norfolk School Committee’s recent meeting saw the approval of Cara Mirhead as the new Director of Special Education, adjustments to the school budget to accommodate increased kindergarten enrollment, and the acceptance of several significant donations. The meeting also addressed staffing needs and community engagement initiatives.
A key highlight of the meeting was the appointment of Cara Mirhead as the Director of Special Education. Her contract, which was approved unanimously, includes a base salary of $135,000 for the first year, reflecting her entry-level status in the role. The committee emphasized the importance of this position, particularly given recent discussions about increasing support for the special education department. The contract features standard provisions typical of administrative roles, covering holidays, religious observances, jury duty, and tuition reimbursement.
Budgetary adjustments were also a focal point. With kindergarten enrollment rising from the anticipated 135 students to 145, the committee discussed adding an eighth kindergarten session. This move aims to maintain desirable class sizes of 18-19 students each. The adjustment is facilitated by a previously implemented budget freeze, allowing for the reallocation of end-of-year funds to cover the costs of the new teaching position without increasing the overall budget. The proposed budget for this new position is approximately $100,000, including salaries for both a teacher and a paraprofessional.
The committee further addressed the need for increased staffing in the special education department. Plans were discussed to elevate the special education team chair position from a .7 role to full-time, providing much-needed support to the new special education director. This adjustment is seen as crucial, given the department’s historically understaffed status and the time-sensitive nature of special education obligations.
In addition to staffing and budget discussions, the meeting included the acceptance of notable donations. The committee approved $400 from the Norfolk PTO for teacher stipends for the Active Kids program, $800 for chorus stipends, and $500 from Karma Environmental Services for the Unified Champion Schools initiative. These contributions were recognized as vital support for various programs, with the chorus stipends specifically intended to benefit professional staff.
The committee also highlighted recent community and educational events. The Norfolk PTO was praised for its efforts during Teacher Appreciation Week, which featured coffee, treats, and handmade flowers for teachers, culminating in a lunch event. Additionally, the Norfolk School budget was reported to have passed unanimously at the recent Springtown meeting, with only minor questions posed.
Looking ahead, the committee is in the process of selecting a new business consultant for the district office, as Miriam Goodman is set to retire. Five candidates have been interviewed, with one offer not being accepted. The aim is to have the new consultant in place by the next meeting in June to ensure a smooth transition for summer hiring.
The meeting also addressed upcoming events and logistical changes. Memorial Day assemblies are scheduled at both HLO Day and Freeman Kennedy schools, along with PTO-run book fairs and various end-of-year celebrations. The committee proposed designating June 16th as a half-day early release to mitigate potential traffic issues related to World Cup events, a motion that was approved.
Nurse appointments were another agenda item, with Julia Lavoy and Kathy Stack receiving commendations for their service. The committee approved a 3% cost of living adjustment for both nurses and a proposal for additional compensation when covering both school buildings. Dr. Henry D’Angelo was also reappointed as the school physician, with a stipend of $2,000.
The meeting concluded with discussions on advocacy efforts for the Massachusetts state budget, highlighting proposals for increased pupil aid and special education funding. A letter supporting these initiatives was drafted, emphasizing the need for enhanced funding mechanisms.
