North Miami CRA Approves Hurricane Safety Kits and Park Restaurant Plan

Concurrently, the committee approved a substantial commercial rehabilitation grant request for $100,000 from JBL Premiere Northwest 19th Street 11 19th Miami LC. This grant is part of a $750,000 project aimed at modernizing a dated shopping center, with the objective of invigorating the area’s economic landscape and increasing its attractiveness to both consumers and investors.
The meeting also addressed the approval of the assignment and assumption of a grant agreement from Reva Development Corp to Sunshine State Development of South Florida Inc. This transfer, involving a previously awarded $972,000 for the development of Nomi LS, was recommended for approval by the staff. The board’s endorsement is expected to facilitate the completion of the Nomi LS development project.
Additionally, the agency sought approval for the activation of Liberty Gardens Park through a license agreement with Drinking Pig LLC, which would develop, operate, and maintain a park-based restaurant. The concept focuses on creating a lively outdoor barbecue spot that offers a unique dining experience, complete with live music, craft sauces, and specialty cocktails. The agency is set to receive 5% of the gross revenues starting from the second year of operation.
The meeting further included the approval of an agreement with the city of North Miami concerning the operational aspects of the restaurant in Liberty Gardens Park. This agreement aims to enhance the park’s appeal and ensure a unique dining experience that contributes to the sense of community. Public comments on the project were positive, with residents expressing appreciation and seeking clarification on aspects such as parking accessibility. The board confirmed that public access would remain intact, addressing the community’s concerns.
Another resolution passed involved the purchase and implementation of an infrastructure-free License Plate Reader camera system from Flock Group Incorporated. This initiative, part of a community policing effort, intends to use the system primarily for commercial and property-related benefits, with ancillary advantages for law enforcement in crime deterrence and investigation. The approval of the system was based on its potential effectiveness in crime prevention and resolution.
The meeting also covered the approval of a recommendation from the loan selection committee regarding the evaluation of a single proposal received from Morgan Stanley and Company LLC for a bank loan to the CRA. Despite questions regarding the selection process and the interest rate offered, the board approved the recommendation while acknowledging factors such as the CRA’s lack of borrowing history and prevailing market conditions that might have contributed to the receipt of only one proposal.
Revised property disposal guidelines were another key agenda item approved by the board. These guidelines provide a clear process for disposing of properties within the CRA boundaries, with a particular focus on three CRA-owned properties. The discussion touched on the potential for collaboration between the CRA and the city’s housing board and opened up the possibility of future discussions about broader property management.
The proposed redevelopment of three properties was also deliberated upon, with the board debating whether to solicit public proposals for redevelopment or to allow the CRA to manage the redevelopment process directly. After considering the allocation of points for city residents and employees as part of the development team and the possibility of developing the properties in-house, the board approved the guidelines with a unanimous vote.
