North Miami CRA Faces Scrutiny Over Solar Light Pole Costs and Affordable Housing Plans

Board members questioned the necessity and effectiveness of the proposed street lighting project. They expressed skepticism over whether the project scope adequately addressed the lighting needs in specific areas, particularly in alleys and dark sections of streets between 119th and 143rd Streets. A board member underscored the importance of strategic placement to enhance community safety, insisting that lighting should not be installed where it was unnecessary.
This ongoing debate led to a decision to table the project until further consultations could occur with the city council and other stakeholders.
Following the solar lighting discussion, the meeting shifted focus to a development project involving an agreement with Intersection Ventures LLC for the construction of two affordable single-family homes. The CRA authorized a budget not to exceed $900,000 for the project, which aims to create homes for first-time buyers earning at or below 120% of the Area Median Income (AMI).
The executive director outlined the selection process for Intersection Ventures LLC, noting that while no formal Request for Proposals (RFP) was issued, the developer was chosen based on their experience and capability. The proposed homes are to be three-bedroom, two-bath structures, geared toward essential employees and first-time buyers to address the significant shortage of affordable housing in Miami-Dade County.
The board members questioned the criteria for qualifying buyers and the financial realities they would face, including estimated monthly costs of $3,700 for mortgage, taxes, and insurance.
A discussion point was the marketing strategy for these homes, which proposed offering buyers the option to select interior finishes within a predetermined budget. This approach aimed to enhance the appeal of the homes but raised concerns about the fairness of a first-come, first-qualified selection process. Alternative suggestions included implementing a blind lottery to ensure fairness and transparency.
The meeting concluded with the approval of the Seed in Nomi grant program guidelines, intended to support entertainment and food-based businesses within the CRA’s boundaries. This initiative aims to prepare businesses for upcoming events by providing grants of up to $2,500 for eligible purchases.
