However, some expressed concerns about this timeframe, advocating for a two-week notice period for special meetings to ensure comprehensive preparation and participation. Despite these concerns, the motion to alter the bylaws was made, seconded, and passed unanimously.
In addition to procedural changes, the meeting delved into the Margaret Street Commons request for proposals (RFP), a project that has attracted interest from five developers. The executive director reported that while the RFP remains open until the end of the year, there is active engagement from developers, with Jim Lvll of Article 7 noted for his particularly discussions. The RFP calls for mixed-use development, aligning with city zoning regulations and emphasizing financial viability and market demand. Once the RFP closes, submissions will be reviewed at the staff level before being presented to the EDA for recommendations to the city council.
Another focal point was the ongoing Delaware Place Town Home Project, where construction of units 9 and 10 is progressing swiftly due to favorable weather. These units are intended as showpieces to attract potential buyers. The council recently facilitated this development by approving utility easement agreements.
The EDA also discussed the role of Community Economic Development Associates (CEDA), an organization engaged to bolster the city’s economic development efforts. A representative from CEDA had recently toured North St. Paul to assess its economic dynamics. The findings from this tour are expected soon and are anticipated to influence future economic strategies. Members underscored the importance of having clear priorities for the city to present to CEDA, emphasizing the need for strategic planning in utilizing available land and resources to attract businesses and developers.
In parallel, the Authority addressed infrastructure concerns, particularly regarding the Target parking lot and adjacent commercial areas. An ongoing issue with the county over easements has left the EDA frustrated, with attempts to communicate met with silence. The Authority debated whether to proceed independently with necessary actions, potentially billing the county for any work undertaken. Simultaneously, discussions touched on traffic management, specifically the turn lane from northbound McKnight into the Target lot. Members considered a $200,000 improvement proposal, with some questioning its necessity given the current traffic flow. The history of the median installation was explored, revealing its intent to control traffic and prevent unsafe turns. While the existing setup is functional, there was consensus on revisiting the discussion with stakeholders like Taco Bell and Target to explore potential enhancements benefiting all businesses in the area.
Finally, the EDA discussed the facade program and the downtown design manual, both slated for review in 2025. Updates to the design manual are included in the forthcoming budget, and early discussions are anticipated to commence next year. Leasing activity in the area has notably increased, with 40% of units now leased, doubling the rate from the previous month. Members acknowledged a resident’s feedback about the building’s accessibility, highlighting its appeal and strategic location.
