North St. Paul EDA Explores Façade Improvement Program Amid Membership Structure Debate
- Meeting Overview:
The North St. Paul Economic Development Authority (EDA) meeting focused on two primary areas: the proposed façade improvement program and a debate over the structure and future role of the EDA itself. Discussions also covered local development updates and the potential for new projects, including the challenges posed by current economic conditions.
A primary focus of the meeting was the proposed façade improvement program aimed at revitalizing the city’s downtown area. The program is designed to incentivize property owners to invest in the exterior renovation of their buildings by offering a matching grant structure. Grants would cover 50% of the project costs, up to $20,000, with a minimum project cost of $10,000. The funds would be disbursed as reimbursement following the completion of the work. This financial assistance is limited to a total allocation of $200,000 annually, targeting specific sections of 7th Avenue and adjacent streets.
Eligible activities for the program include masonry repairs, exterior painting, and signage improvements. To protect the integrity of the initiative, a member raised the importance of collecting lien waivers from contractors to ensure that no mechanics’ liens could be filed against properties after reimbursement. The board acknowledged the need for further clarification on certain aspects, particularly concerning signage, and agreed to prepare an updated proposal for the next meeting. There was a shared urgency to implement the program before summer, as it has been in development for two years.
Another topic of discussion was whether the EDA should remain as an authority or transition to a commission model. This debate underscored the potential impacts on decision-making and budgetary autonomy. Members emphasized that while the authority operates independently, it remains accountable to the city council, which retains the final say on budgetary matters. There was a call for more information on the pros and cons of such a structural shift, with examples from other municipalities. The importance of having the right individuals in key roles was highlighted, with some expressing concern over the potential for a rogue EDA making decisions outside council control. Others suggested that a commission might serve more effectively as a recommendation body for the council.
Updates on local developments were also presented. Despite high interest rates and construction costs, which have deterred development interest in the Margaret Street Commons area and an empty downtown lot, other projects show promise. Article 7 is reportedly over 75% sold and partially occupied, while new duplexes on Delaware and 17th Avenue are progressing, with two units already well underway. Additionally, Mueller Funeral Home is considering establishing a funeral service with an event center north of Highway 36. Plans for two fourplex units at 7th and South Avenue were also noted.
The meeting addressed traffic concerns related to new apartment developments and whether existing infrastructure can accommodate increased traffic flow. A lot across from City Hall, constrained by utilities and power lines, presents challenges for potential development.
Inquiries about the Pine Tree Center revealed that The Pizza Factory extended its lease despite relocation plans not materializing. The property owner is considering redevelopment possibilities, though no specific plans have been set. The L’s Ice Cream business is currently up for sale, signaling potential changes in the area.
A recent ribbon-cutting ceremony for Puzzles, a new establishment at a former gas station site, was mentioned. This venue includes a bar, restaurant, and rental space for up to 400 guests. The ceremony was well-received.
