North St. Paul EDA Moves Forward with Repaving Sidewinders Lot Amid Economic Challenges

The loss of a previously used snow storage corner lot has forced the city to utilize alternative sites, including a well house and McKnight Field, which present their challenges.
Paving the lot became a pressing topic, with Richie sharing that recent bids for the project came in approximately $16,000 lower than estimates from a few years ago, now totaling around $54,238. This price reduction spurred discussions on the feasibility of proceeding with the project. Members of the EDA expressed urgency, citing the opportunity to resolve multiple issues, including safety and appearance. A motion to approve the paving expenditure was proposed and received unanimous support, with discussions underway to secure a contract and schedule the work. Members also considered the inclusion of provisions for variable pricing to address potential cost fluctuations due to external economic factors.
While the Sidewinders lot repaving took center stage, other topics were addressed. The EDA explored the expansion of the facade improvement program, which has seen limited participation despite a $200,000 allocation. Discussions centered on whether to broaden the program’s scope to include rooftop units or HVAC systems to better support local businesses. Members highlighted the financial challenges business owners face in maintaining and improving their properties while keeping operations running. The importance of outreach was underscored, with suggestions to enhance communication efforts to ensure both tenants and property owners are informed about the program’s benefits.
The meeting also touched on the economic climate, with insights from Jim Lavell, a local business owner. Lavell shared both positive developments and challenges within the commercial real estate sector, including a refinancing project with Collier’s Mortgage and the construction of a Culver’s restaurant. He noted the favorable terms of these ventures but also painted a grim picture of commercial real estate, citing declines in property values and severe vacancies in downtown buildings. Lavell’s experience with the Dunigan project in downtown St. Paul highlighted the impact of rent control and rising interest rates on property devaluation, expressing concerns about refinancing challenges.
In addition to infrastructure and economic discussions, the EDA considered changes to snow removal responsibilities, which have historically been charged to businesses. A proposal for the EDA to cover these costs was brought forth. The meeting concluded with updates on local projects, including a second car wash approval at Quick Trip and a grant application for improvements at Casey Lake Park’s hockey rink.
