The subdivision proposal at Reservoir Street became a focal point as the applicant sought a waiver from the standards of the Town Storm Water Management bylaw. Misinterpretation of the bylaw’s requirements initially suggested all four standards needed to be met; however, it was clarified during the meeting that compliance with only one standard was necessary. This led to a broader discussion on the project’s compliance with stormwater management rules. While the project was eventually found to meet stormwater standards without needing a waiver, there remained concerns about soil permeability and the risk of flooding. The potential requirement of a bond to cover maintenance and management beyond the construction term was debated to ensure long-term compliance and to address the concerns raised.
The septic system upgrade on Andt Drive also garnered attention due to its location within wetland buffer zones, which necessitated careful consideration of environmental impacts. Questions were raised about the access for equipment, tree removal, and the proximity of the new system to the wetland and riverfront areas. Additionally, the storage of materials on-site and the inclusion of an existing deck in the cumulative Riverfront disturbance were discussed. The commission decided to close the public hearing and anticipated voting on an order of conditions at a subsequent meeting.
Another item that prompted discussion was a project involving substantial earth removal in an area previously used for gravel extraction. The commission examined the impacts of the operation on a blind curve and the potential for sediment to be tracked onto public roadways, leading to the decision to close three hearings related to the project.
Further deliberations included a debate over the duration of a condition tied to a Vernal pool on a property under review. The property representative, Eric, proposed a 12-month condition with flexibility to facilitate a property transaction. This led to a consensus to draft an order of conditions with the condition timeframe tied to a new notice of intent filing within 12 months.
The commission also addressed improvements to a Honeydew Donuts site, focusing on the urgency of stormwater quality improvements and the consideration of potential conditions for future site enhancements. The pending real estate transaction on the site added complexity to the timeline for these improvements.
During the meeting, the commission reviewed a property at U zero Crane Street, where stormwater management feedback was positive, and no stormwater generation was noted during the one-year storm. The necessity of labeling a potential Vernal pool on the property plans was agreed upon, with the evaluation of the pool confirmed to have taken place within the appropriate time frame.
In addition to project-specific discussions, the commission issued certificates of compliance for several projects and reviewed and approved draft minutes with minor edits. An update on the Rose farm lease agreement was made, leading to a vote to approve the agreement with broader language to cover various agricultural activities.
Finally, the commission contemplated the formation of a committee to work on the conservation bylaw, identifying potential members and planning to reconvene to further discuss the matter. The possibility of drafting a remodeling or new home construction handbook was suggested to address specific conservation interests without pursuing a complete bylaw change.
