The committee’s discussion covered the project’s cost spectrum, estimated between $7.6 million to $8.6 million, with the grant covering a portion and the balance to be recovered through water rates and property assessments. The project is expected to wrap up within a year, providing that the construction grant is utilized before the end of FY 2026. Concerns about potential cost overruns due to subsurface conditions, specifically the presence of ledge, were addressed with assurances that estimates accounted for such uncertainties and that rock core sampling was planned.
The committee also aired concerns about the proposed apartment complex’s potential financial burden on homeowners connecting to the new sewer lines. The possibility of public hearings and the impact of the sewer line on property values were debated, with opinions diverging on who should shoulder the financial load. The committee acknowledged the need for further discussion and opted not to vote on the financial implications that evening.
In a related matter, the committee discussed the Norton Public Schools’ budget, which is facing a 12.01% increase, largely driven by rising special education costs and contractual obligations. Jennifer O’Neal from the schools presented the budgetary challenges, including the need for unfunded positions such as teachers and counselors. The committee grappled with the unpredictability of budget projections and the potential need to accommodate unfunded requests. The possibility of a 12% budget increase was proposed to be reduced to 3%, which might result in the loss of positions and impact instructional supplies and software.
The committee also explored budget cuts, including reductions in special education contracts, transportation services, and the elimination of certain clubs and activities. Additionally, the implementation of pay-to-play athletics for middle and high school students was considered. Approximately 19-20 out of 24 positions that might be cut are student-facing. The sustainability of the current budget model was questioned, especially given the inflation gap and the reliance on school choice funds.
Amid these financial discussions, the potential need for an override to address budget shortfalls in the schools was debated. The committee expressed concern about the adequacy of the override to meet the school department’s needs and the potential consequences of budget cuts. The use of free cash and stabilization funds for the budget was also discussed, with varying comfort levels among members regarding depleting these reserves.
