Norton Planning Board Approves Duplex Modifications Amidst Member Departure Announcement
- Meeting Overview:
The Norton Planning Board recently approved a modification to a special permit for a property on Southwester Street, allowing for changes in duplex designs to meet market demands, while also grappling with the resignation of a valued board member due to relocation. The meeting covered a range of topics, including procedural adjustments for board operations and future planning strategies.
At the forefront of the meeting was the discussion and approval of a modification to a special permit and site plan for the property located on Southwester Street, owned by County Mortgage. The applicant, represented by Ryan de Valley from DNL Design Group, proposed a change to the original plan for 15 duplexes. The modification involved increasing the size of the first-floor primary bedrooms in six of the duplexes by adjusting the footprint slightly, reducing the overall square footage from approximately 1,900 to 1,800 square feet. This change aimed to appeal to empty nesters seeking first-floor living arrangements without affecting the overall bedroom count or compliance with zoning regulations.
Board members questioned changes to lot lines and the potential for additional bedrooms, but de Valley assured them that no lot lines would change and that Title 5 regulations on the shared septic system prevented the addition of more bedrooms. The board collectively agreed that the proposed changes were minor, and a motion to approve the modification passed unanimously. The board’s consensus was that these adjustments would enhance market appeal while remaining within zoning constraints.
Following this, the board turned to administrative matters, including the election of a secondary signatory for payroll and other documents. It was decided that Steve would assume this role. The board also scheduled future meetings through the summer, with dates agreed upon for July, August, and September.
A significant part of the meeting involved discussions about the upcoming Spring Town Meeting. The board noted that the Finance Committee had reversed its previous opposition to modifications of the Village Commercial Cluster zone, now supporting the changes with a near-unanimous decision. Members discussed their roles during the Town Meeting, with select board member Bob expected to present and Steve possibly addressing the audience regarding the modifications.
Another prominent issue was the need for updated and clarified bylaws. Members expressed concerns about the current bylaws, which had become confusing due to numerous revisions. There was a commitment to ensure that the bylaws would be updated on the website promptly after any changes.
An unexpected announcement came when a board member revealed her imminent departure from Norton, citing housing challenges in Massachusetts as a contributing factor. Her statement, “I am unfortunately moving out of Norton come June 1st,” marked a notable moment in the meeting. The board acknowledged her contributions and expressed regret at her exit. This departure necessitated a discussion about appointing a new clerk to fill the vacancy, leading to a light-hearted exchange among members about the responsibilities of the role.
The meeting also addressed logistical matters, including an upcoming meeting related to MBTA standards and the importance of streamlined communication. Members were reminded to direct questions through town staff to ensure clarity and avoid confusion.
Additionally, the board reviewed and approved minutes from previous meetings, with revisions made for accuracy. Members who were not present at certain meetings abstained from voting, and the board took a systematic approach to ensure that all members had the opportunity to voice their agreement or abstention on the minutes.
