Norton Planning Board Approves New Commercial Development and Discusses MBTA Community Zoning Act
- Meeting Overview:
The Norton Planning Board convened to address several issues, most notably granting approval for a new commercial development on Old Colony Road and discussing the recent ruling on the MBTA Community zoning Act as an unfunded mandate.
The most notable discussion centered on the site plan review for a property on Old Colony Road, a property owned by CMG Environmental Services. The proposal detailed the development of a 3,885 square foot commercial building, which is set to accommodate two tenants, including a potential 50-seat restaurant and retail space. The project aims to improve the site by introducing a stormwater management system and narrowing the existing curb cut to enhance safety and accessibility. A key component of the plan includes creating a pedestrian-friendly environment with a proposed sidewalk and crosswalk to connect the new site with an adjacent Dunkin’ Donuts, making it safer for patrons visiting both properties.
Board members expressed concerns about parking and snow removal, which were addressed by the applicants. Adjustments were suggested to ensure pedestrian and vehicular safety, including relocating a snow storage area and enhancing pedestrian pathways. With these conditions, the board voted to approve the site plan.
In other discussions, the board touched upon the Massachusetts Bay Transportation Authority (MBTA) Community zoning Act. The Act was recently deemed an unfunded mandate by the division of local mandates, raising questions about its implications for local governance. Town Council is expected to provide further guidance on how to address this ruling. The board plans to closely monitor the situation and will review Town Council’s opinions as they become available.
Additionally, the board scheduled a placeholder meeting for April 8th to address potential follow-up actions related to the MBTA zoning issue.
The meeting also briefly acknowledged a special town meeting set for March 19th, primarily focusing on infrastructure matters, including sewer projects on Elm Street. However, no actions were required from the planning board at this time.
