Norton Planning Board Faces Residents’ Concerns Over New Sound Wall for Ice Cream Facility

Despite these intentions, board members raised concerns about the wall’s height and its impact on sunlight reaching nearby residences. It was suggested the wall could cast shadows, potentially affecting the living conditions of those in close proximity.
A representative from the engineering firm explained that the decision to place the wall closer to the property line was made with community consensus in mind, prioritizing noise reduction over potential shadow concerns. Residents, it was noted, were aware of this trade-off. The board expressed a desire to hear directly from those affected, seeking clarity on their perspectives regarding the balance between noise reduction and shadow implications.
Public comments provided further insight, with local resident Mike Nle clarifying that existing trees, approximately 25 feet high, already contribute to shading in the area, thus minimizing the additional impact of the proposed sound wall. He emphasized that noise was indeed the primary concern for residents, urging the Board of Health to remain involved in ensuring compliance with sound regulations. The board scrutinized whether all residents, particularly those in the mobile home park, had been adequately informed, with Nle confirming that all 123 units, occupied by families, had been notified.
Following the public commentary, the board closed the hearing and moved to approve the modification to the special permit, contingent upon further sound testing post-construction.
Another topic was the proposed training facility for the National Brotherhood of Electrical Workers Local 104. This project included the construction of a 12,800-square-foot building dedicated to lineman training. The planning board reviewed the site plan, emphasizing minimal traffic impact due to small class sizes and ensuring proper stormwater management with an infiltration basin. The facility’s architectural design aimed to match existing structures, and the board addressed coordination with Mansfield on shared environmental oversight.
The meeting also delved into the broader planning landscape, focusing on upcoming community input sessions for future development projects. Concerns were raised about integrating past feedback into the planning process, with some board members suggesting that previous input had been disregarded.
