Norton Select Board Sets Date for Town Election; Discusses Development Projects and Property Use
- Meeting Overview:
The Norton Select Board convened recently to tackle a range of significant local issues, including the scheduling of the 2025 Town election, a substantial development project on Elm Street, and the future of the former Council on Aging property. The board also addressed an ongoing legal matter concerning a business proposal and finalized various administrative actions.
The most pressing agenda item was the upcoming Town election, scheduled for April 26, 2025. The board debated at length about the election’s timing and location, ultimately deciding to extend voting hours from 8:00 a.m. to 5:00 p.m. at Town Hall. This decision came in response to concerns about ensuring adequate access for residents amidst the busy spring sports season. The board agreed on the importance of notifying the public about the change in polling location, emphasizing that clear signage would be placed at the traditional middle school site to guide voters.
In another critical discussion, the board reviewed plans for a development project on Elm Street, supported by a $3.5 million Mass Works Grant. This project, which involves water and sewer improvements, is expected to feature between 145 and 155 residential units and 10,000 to 20,000 square feet of commercial space. The developers, Kali Development and Devco North America, are exploring tax incentive options to facilitate financing. The urgency of this project was highlighted, with grant funds needing to be utilized by June 2026. The board emphasized the importance of commencing construction by summer to meet these deadlines. Concerns about potential homeowner assessments led to discussions about the financial implications and the necessity for clarity before proceeding with a special town meeting in March.
Attention then turned to the future use of the former Council on Aging property on West Main Street. The board is considering whether to prioritize securing the highest rent from potential tenants or to favor nonprofit interests in the bidding process. Ongoing negotiations with National Grid for an easement related to the property were noted as time-consuming. A suggestion was made to establish a “Norton Nonprofit Center” at the site to provide meeting space for local organizations, highlighting the potential benefits of creating a shared community resource.
During the meeting, the board also addressed a property dispute on Hill Street, where Premier Fence’s proposal to establish a business was rejected by the Planning Board. The board discussed the possibility of issuing a letter of support for the business, which is currently appealing the decision in court. Concerns about the legal ramifications of public discussion led to the decision to convene an executive session to gather more information and consult with the town’s attorney.
Other noteworthy items included the declaration of the police department’s 2001 Ford E350 van as surplus property, and updates on several town projects. The demolition of the old town hall building has been delayed due to mechanical issues, affecting parking lot preparations. The New England Rodeo will not return to Norton, as it is relocating outside of town. Founders Day was confirmed for June 28, with the associated carnival commencing on June 26, and a call for volunteers was made to address the low participation in the Founders Day committee.
Additionally, the board discussed an initiative to update the town’s website, which will include a “C Click Fix” program to allow residents to report issues, such as potholes, directly through an app. Lastly, plans for a designated kayak area in collaboration with the Fishing Game were mentioned, pending construction timelines.
