Norton Water Sewer Commission Faces High Connection Fees and Infrastructure Challenges
- Meeting Overview:
During the Norton Water Sewer Commission meeting, significant deliberations focused on the high water connection fees for two new businesses—a gas station and a fast-food establishment—along with ongoing infrastructure challenges. The gas station faces a connection fee of $55,000, and the fast-food establishment has a fee of $35,000. These fees, deemed exorbitant by some, are longstanding and serve to recoup past infrastructure investments, varying by the size of the tap on the main water line. Despite concerns, the commission emphasized that these fees were clearly communicated to developers from the project’s outset.
The gas station is set to open soon, pending utility activation, with all necessary approvals granted. However, a private utility entity, TMLP, has caused some delays. The commission considered inviting developers to the next meeting if disputes over fees persist.
Another major topic was the proposed upgrades to the wastewater pumping station generator, initially thought to have failed catastrophically. New ignition parts have allowed it to start, though idle control issues remain. The commission discussed in-house repairs but agreed that a new generator is necessary, with costs for phase one improvements estimated between $475,000 and $500,000. This discussion highlighted the commission’s focus on addressing aging infrastructure, including a 3 million-gallon water storage tank, ahead of the fall town meeting where funding requests will be made.
The discussion also covered the Bay Street project, where developers plan to relocate a fire hydrant and install a new water main to accommodate a proposed driveway. The sewer design has undergone peer review, and a member named Steve confirmed the design’s efficacy. The commission plans further tests to prevent sediment issues and emphasized timely communication on fees and permits.
At 260 South Washington Street, David Mwell from Kelly Engineering Group presented plans for a cold storage complex. The site, between a hotel and a manufacturing building, will include eight storage units, a warehouse, and an office. Water demand is estimated at 4,800 gallons daily, with a potential well planned to supplement needs. The commission unanimously approved the water layout design, contingent on receiving necessary documents.
The meeting also addressed potential sewer connections near Route 195, discussing the complexities and costs of a directional drill under the highway without a pre-existing sleeve. Alternative connections on the East Hodges town line were considered, but funding remains a challenge, which will be detailed in a forthcoming water quality analysis report.
The commission also deliberated over a bill dispute on Lower Road, where high sewer charges raised concerns of a possible leak. A 30-day extension was granted to allow time for charge reassessment.
Updates on various projects included separating service connections at Yellen High School, scheduled before the school year starts, and work at South Worcester Street. Residents were thanked for their patience amid disruptions.
Additionally, the commission discussed a grant application for water and sewer asset management and a pre-construction meeting for the Cottage Tree project. This involves installing an aerator and upgrading a ground storage tank, with repairs planned for late September or early October.
An emerging contaminants grant application was also planned to cover costs associated with manganese and other contaminants, though competitive funding remains uncertain.
