- Meeting Overview:
The Nutley Town Council meeting on November 7, 2024, tackled several issues, with a key focus on a proposed bond ordinance for flood mitigation improvements at Memorial Park. Despite the urgency of addressing flooding concerns and the availability of a $580,000 FEMA grant, the vote on the bond ordinance was postponed due to insufficient council members present to secure the required four votes for approval. The council plans to reconvene in a special session to finalize the decision.
The bond ordinance was introduced to address longstanding flooding issues in Memorial Park, with the council emphasizing the importance of securing the FEMA grant, which necessitates a $58,000 match from the township. However, with two members absent, the council did not have enough votes to pass the ordinance. The members present expressed their intent to prioritize this issue in the upcoming special session.
In addition to the bond ordinance, the council discussed a resolution to authorize a financial agreement with Nutley Town Center Redevelopers, granting a tax exemption. This ordinance was set for a second reading in early December, as the council continues to negotiate terms with the developers to ensure beneficial outcomes for the community.
The council also dealt with several resolutions concerning municipal operations and services. A significant resolution was passed to acquire proprietary software for electronic ticketing by the police department. The software, aimed at enhancing operational efficiency, will be provided by GTBM Inc. for up to $45,000, financed through the Municipal Court EET program.
Another resolution approved the Nutley Police Department’s use of North Arlington’s police pistol range facilities for one year, with a maximum cost of $2,000. This arrangement ensures that the police department can continue essential training activities within budget constraints.
The council addressed fiscal matters, notably setting an 8% interest rate on taxes delinquent after January 1, 2025, in line with state statutes. Additionally, the council approved a transfer of 2023 appropriation reserves into the capital improvement fund, totaling $1,890,000, to support ongoing infrastructure projects.
During the public comment segment, a resident named Matt Whitman advocated for the adoption of rank-choice voting in Nutley. Representing Voter Choice New Jersey, Whitman highlighted the benefits of such a system, including increased candidate diversity and enhanced electoral trust. He expressed his willingness to collaborate with the council on this initiative, noting that other municipalities had already embraced rank-choice voting through resolutions.
The council also focused on community events and infrastructure improvements. They approved event applications for a holiday toy drive and church raffles, emphasizing the importance of community engagement and support. Additionally, the successful annual princess ball hosted by the Parks Department was noted, contributing to the township’s community spirit.
Further discussions included the acceptance of bids for recycling vegetative waste, with ESR Tundi and Sons identified as the lowest responsible bidder for services like clean wood brush removal and recycling. The contract, valued at up to $75,000, is funded through specific budget accounts and extends until the end of 2025, subject to the adoption of the municipal budget.
The meeting concluded with resolutions addressing professional services, such as awarding a contract for tree-related services and accepting proposals for pond restoration services at Memorial Park. The council emphasized the importance of transparency and compliance with business entity disclosure certifications to avoid conflicts of interest.
