- Meeting Overview:
The Nutley Town Council meeting saw the approval of multiple resolutions, including tax exemptions for veterans, changes to legal contracts, and proclamations for health awareness.
The meeting began with the approval of an event application from St. Mary’s Church for their Oktoberfest scheduled for September 27, 2024. Following this, Mayor Kelly recognized the John V Kelly Memorial Foundation American Little League champions for their achievements in 2024. The proclamation acknowledged the foundation’s sponsorship since 2019 and highlighted the team’s recent success in winning four championships, including the inaugural inter-league Town Championship in 2024. Commissioner Evans and Mayor Scarpelli both congratulated the players, coaches, and families, emphasizing the hard work and community spirit that contributed to their success.
The council then transitioned to the introduction of several resolutions with implications for the community. Among the most notable was Resolution 22-24, which granted Omar Ruda a full exemption from property taxes effective from July 22, 2024, along with a refund of $2,944 for 2024. This resolution was moved, seconded, and unanimously passed.
In addition to tax exemptions, the council addressed financial matters related to legal contracts. Resolution 21424 involved a contract with the law firm of UL Scrio, approving a change order that increased the contract amount by $25,000. The contract was confirmed to have available funds and was unanimously approved by the council. Similarly, Resolution 5123 concerned a contract with the Banker Group for financial services related to redevelopment projects. A change order increasing the contract amount by $4,100 was presented, with funds certified as available, and the resolution was also unanimously approved.
Commissioner Evans introduced Resolution Number 23-24, addressing an overpayment issue involving Nicole Missil, who had submitted multiple dog license payments online due to a system error. The resolution authorized a refund of $31.28 to Missil, which was unanimously approved by the council.
Health awareness initiatives were also prominently featured in the meeting. Resolution Number 28-24 was introduced to recognize September as National Blood Cancer Month, detailing the importance of early detection and treatment options for various blood and bone marrow cancers. One commissioner shared personal insights as a cancer survivor, emphasizing the treatability of such cancers when detected early. Another commissioner mentioned a family member who had recently passed away from leukemia.
Following this, Resolution Number 29-24 recognized September 2024 as National Preparedness Month, encouraging residents to prepare for emergencies by reviewing their emergency plans and updating their kits. The resolution aimed to promote resources available from federal, state, and local agencies for creating personal emergency plans.
The council also introduced Resolution Number 22-24, declaring September as National Prostate Cancer Awareness Month. This resolution presented statistics on prostate cancer incidence and emphasized the importance of early detection through PSA testing. It was moved and seconded, receiving unanimous approval.
The meeting continued with additional resolutions, including the renewal of the township’s membership in the Suburban Metro Joint Insurance Fund for three years, which was passed unanimously. A resolution regarding dental plan services was also discussed, indicating a 0% increase in costs and a reduction in the anticipated annual cost, which would not exceed $375,000. This resolution was moved, seconded, and unanimously passed.
In the public portion of the meeting, Janice Rubble addressed the council, expressing concerns about senior tenants’ hardships and advocating for an ordinance to assist them. Mayor Kelly responded by referencing a previous conversation with Mr. Hannon regarding the issue and noted that further follow-up would occur in the coming weeks.
The meeting concluded with a motion to enter a closed executive session to discuss contract negotiations and litigation, which was unanimously approved. The public session was adjourned at 8:10 PM.
