Oakdale City Council Approves $25 Million Conduit Debt Financing for Oak Meadows Facility

During the public hearing, Brett Anderson, CEO of Ebenezer, expressed gratitude towards the city, saying, “Thank you… we’re excited to continue to expand business in the community and serving older adults.” This comment highlighted the positive relationship between the city and Ebenezer, emphasizing their shared commitment to enhancing services for older residents.
Questions arose regarding the nonprofit status of the applicant and its impact on qualifying for conduit bond financing. Some initial confusion was resolved by clarifying that the applicant does not need to be a nonprofit, provided they meet certain criteria, such as providing housing. This clarification addressed concerns about the organization’s tax status and its implications for property taxes.
The resolution approving the financing plan, numbered 2025-100, was subsequently adopted without opposition.
In addition to the financing approval, the meeting featured the induction of Katie Rich as the newest city council member. Rich fills the vacancy left by Susan Willenbring, who resigned in June. The administration of the oath of office was a highlight, as Rich expressed her eagerness to serve the community and learn more about Oakdale. Her appointment is set to last until January 4, 2027, contributing to the council’s ongoing efforts to maintain effective governance.

Additionally, the Winter Wonderland event is planned for December 20th at the Discovery Center, featuring hay rides, a petting zoo, and holiday crafts.
The council also recognized the efforts of election judges during recent elections, expressing appreciation for their vital role in the electoral process. Financial matters were discussed, with a claims roster indicating bills totaling approximately $2.9 million for the period of October 29th through November 10th. The claims were approved without further questions.
