Oakdale City Council Approves Construction Projects and Celebrates Community Initiatives
- Meeting Overview:
The Oakdale City Council convened on June 10, 2025, to address several developments, including the authorization of a new police facility and city hall remodel, the advancement of the Enclave Helmo Station project, and the announcement of community events such as the Oakdale Farmers Market and Summerfest. A notable highlight included a generous donation to the fire department, as well as the announcement from Washington County Sheriff Dan Starry that he will not seek re-election.
The meeting’s primary focus was the approval of the construction manager at risk contract for the new city hall and police facility project. The council selected Krauss Anderson Construction Company following a comprehensive selection process. This included a request for qualifications, leading to eight responses, and a request for proposals sent to three firms. Krauss Anderson was ultimately chosen due to their effective management of the city’s public works facility, despite challenging conditions. The council authorized the mayor and city administrator to finalize this agreement.
Additionally, the council granted authority to the city administrator to approve individual change orders up to $100,000. This decision aligns with previous actions taken for the public works project, facilitating efficient handling of construction adjustments. The process for reviewing these change orders involves the project architect, construction manager, and the owner’s representative.
The Enclave Helmo Station project was another key agenda item. Situated at the southeast quadrant of Helmo Avenue and Fourth Street, the project involved vacating existing utility and drainage easements and approving a development agreement for site improvements, including a new park. After a public hearing, where no objections were raised, the council unanimously approved the necessary resolutions and authorized the signing of the development agreement.
In community development, the council reviewed a site plan amendment for Collins Electrical Construction’s relocation and expansion on Hail Avenue. The amendment proposed a 19,000-square-foot expansion and outdoor storage area. With zoning compliance confirmed and conditions met, the council adopted the resolution approving the amendment.
The meeting also highlighted community engagement initiatives, including the Oakdale Farmers Market and the upcoming Summerfest. The Farmers Market, held weekly at the city hall parking lot, offers fresh produce and baked goods. Summerfest, set for June 23-28, promises a week of activities, including a Medallion Hunt, a grand parade, live music, and fireworks. The council expressed gratitude to the Oakdale Summerfest Community Organization and city staff for their efforts.
A notable announcement came from Washington County Sheriff Dan Starry, who revealed he will not seek re-election. Known for his community engagement and public safety initiatives, Sheriff Starry will remain in office until January 2027. His decision was met with recognition of his contributions and well-wishes for his future.
In other matters, the council approved a 30-day extension for Rios Church to secure a building permit, discussed amendments to city policy CC-002 regarding advisory boards and commissions, and accepted a generous $800 donation to the fire department from Nancy Muggenberg and the Conlin family. The donation, made in memory of their late husbands, acknowledges the fire department’s service.
The council also managed administrative tasks, including the approval of a claims roster totaling approximately $2.67 million. The meeting concluded with the transition to the Oakdale Economic Development Authority (EDA) meeting, where new officers were elected, and an amendment to a property use agreement with Ames Construction was approved. This amendment involved a payment of $27,500 for unused sewer relocation work related to the Gold Line bus rapid transit project.
