Oakdale City Council Approves Willoughbrook Development Despite Setback Concerns
- Meeting Overview:
The Oakdale City Council approved several significant items during its regular meeting on May 27, 2025, including the controversial Willoughbrook 12th edition townhome development. The project will introduce 98 market-rate townhomes in the northeast quadrant of 40th Street and Interstate 694, with the council granting necessary variances despite concerns over density and setbacks.
01:57The meeting’s most discussion revolved around the Willoughbrook 12th edition development, as detailed by City Planner Luke Mlanahan. The proposed project, located in a high-density residential zone, will feature 98 townhomes sold to individuals. The development is part of a Planned Unit Development (PUD) and marks the final phase of the Willoughbrook area. Mlanahan highlighted the project’s compliance with PUD standards, although it necessitated variances for density and setbacks. The proposed density of just over 10 dwelling units per acre is below the standard range of 35 to 55 units, yet city staff found this acceptable to diversify housing types in the area. Additionally, the plan includes a four-foot reduction from the required 60-foot setback on the west side, accommodating the townhome layout.
08:51A significant request from the developer was a noise variance due to the site’s proximity to Interstate 694. Mlanahan noted that noise levels exceed state standards, and staff recommended the variance contingent on using appropriate construction materials to mitigate noise impact. The council agreed with this recommendation.
01:41During the public hearing, one council member raised a concern about the pedestrian overpass planned for 40th Street, questioning its placement relative to the freeway. Mlanahan assured the council that necessary infrastructure would support the overpass on either side as future decisions unfold. The public hearing concluded without recorded comments, and the council moved to approve the project’s motions. A motion to amend the Willoughbrook PUD to reduce density passed, although Council Member Kari Moore opposed it, citing unresolved setbacks issues. Despite Moore’s concerns, a subsequent motion to approve the final plat with conditions also passed.
13:53The council’s decision to adopt multiple resolutions related to the Willoughbrook project, including site plan approval and a noise variance, was met with mixed reactions. While the majority expressed satisfaction with the progress, the lone dissent highlighted ongoing disagreements about the project’s specifics.
16:20In other significant actions, the council adopted a proclamation recognizing International Firefighters Day and Emergency Medical Services Week. The proclamation designated May 4th as International Firefighters Day and May 18th through 24th, 2025, as EMS Week, commending the growth and leadership of the city’s fire department.
31:46Further, the council addressed a notable legal update involving the Oakdale marketplace development. City Attorney Mr. Thompson reported a favorable court ruling that invalidated a 2005 PUD agreement provision, which previously required developer consent for changes to permitted uses. This decision empowers the city to modify uses without developer approval, although an appeal remains possible.
35:52The council also announced the resignation of Council Member Susan Willenbring, effective June 6th, 2025. Willenbring expressed gratitude for her service and the support she received from colleagues and the community. Her departure prompted reflections from fellow council members, who praised her dedication and influence on local governance, particularly her stance on fiscal matters and community engagement.
24:21During staff reports, the council addressed other development projects, including the Enclave Helmo station, which will feature market-rate apartments and townhomes alongside a public park. The council approved the final plat and a highway noise variance for this project, with plans to table the development agreement for further review.
