Oakdale Residents Voice Concerns Over Oversized Garage Proposal at Planning Commission Meeting
- Meeting Overview:
During the Oakdale Planning Commission meeting on November 6th, discussions centered around the proposed construction of an oversized accessory structure on Stillwater Way North. The meeting was marked by community engagement as residents expressed their concerns about the potential impact of the proposed garage on the neighborhood’s character and aesthetics. The proposed structure, located on an R1-zoned property, requires a conditional use permit due to its size and height, which exceed current zoning regulations.
The applicant, Mike Mansfield, proposed a second garage primarily for recreational storage, with dimensions of 30 feet by 50 feet and a height of approximately 32 feet. It was noted that both the proposed height and garage door dimensions of 14 feet exceed the city’s regulations. City staff recommended conditions to lower the garage door height to 10 feet, in line with city standards, and to ensure the garage is not used as a dwelling unit or for commercial activities. Mansfield expressed a preference for a taller door, arguing that it would be more practical for storing larger recreational vehicles, yet acknowledged he would comply if necessary.
Community members raised substantial objections during the public hearing. Resident Dave Rebel voiced strong opposition, describing the garage as “huge” and incompatible with the residential character of the area. He argued that the proposed height and size were unprecedented in the neighborhood, stressing that similar structures do not exist nearby despite city claims to the contrary. Other residents echoed these sentiments, emphasizing concerns over sightline obstruction and the impact on neighboring solar panels. Dennis Foust highlighted potential traffic flow issues related to the driveway orientation, while Gretchen Bidd and her husband Troy Bidd feared the proposal could set a precedent that alters the neighborhood’s residential character.
The debate underscored the community’s apprehensions about the structure’s compatibility with existing properties and its potential to disrupt the area’s visual and functional landscape. The commission discussed the necessity of adhering to zoning laws, with a requirement for the garage to be shorter than the principal residence. It was noted that no driveway plans had been submitted, prompting suggestions for requiring these plans if the proposal advances.
In addition to the garage proposal, the meeting addressed the development of 12 live-work units at the GACC capital project on Highway 36 Boulevard North. This project, located on approximately 2.5 acres of vacant land, seeks to rezone the property from a B1 commercial district to the MX mixed-use district, aligning with the city’s comprehensive plan. The proposal includes several conditions, such as limiting customer visits to appointments, restricting non-resident employees, and ensuring commercial activities remain indoors. The project aims to provide storage solutions while accommodating small business operations, drawing comparisons to “hanger homes on an airport.”
The commission also approved the Oakdale Garage Lofts project, which involves considerations for landscaping, building height, and compliance with zoning requirements. The project requires a tree preservation plan and updates to the preliminary landscaping plan to enhance plantings for screening. The proposed building height of 36.5 feet complies with the city’s 40-foot maximum requirement, and several conditions for approval were outlined, including restrictions on retail sales and outdoor storage.
