Ocoee Board Authorizes Demolition of Long-Abandoned Property Due to Health Hazards
- Meeting Overview:
In a meeting on November 20, 2025, the Ocoee Code Enforcement Board authorized the demolition of a severely deteriorated property on Willow Creek Drive, citing significant health and safety risks posed to the community. The property, long abandoned by its owner Jamie Grace, had amassed 31 code violations due to its dangerous condition.
The focal point of the meeting was the extensive discussion surrounding the abandoned property on Willow Creek Drive. Officer Edward Ller presented the case, detailing the property’s long history of neglect and violations. The building was described as vacant, with structural damage such as a collapsing roof and broken windows, as well as mold and rotting interior walls. The deteriorated state of the property constituted serious health and safety threats, including rodent infestations that affected the neighborhood.
The city had previously issued a notice to vacate on July 24, 2025, requiring any occupants to leave by July 30, 2025. Despite these measures, the property remained in disrepair, with no response from owner Jamie Grace since 2009. The board was informed that all attempts at communication, including certified mailings, had been unsuccessful. Given the lack of response and the property’s condition, the city sought permission to demolish the structure without setting a specific timeline for compliance, emphasizing the need to address the health hazards and neighborhood blight.
Board members engaged in discussions to clarify the timeline for action and the nature of the violation. The board did not impose a specific fine but authorized the demolition as necessary. Procedural aspects of the demolition and potential costs were also discussed, with the understanding that costs incurred would create a lien on the property, to be settled by any future owner. A motion to find the respondent in violation as of August 11, 2025, and to authorize the city to abate the property and assess costs was passed unanimously.
The meeting also addressed two other property compliance cases. The first involved a property on Nwood Court, where violations included prohibited trailer parking and construction without permits. The property owners were given until October 27, 2025, to comply by relocating trailers or obtaining necessary permits. A reinspection on October 28 found the property still non-compliant, leading to a proposed 30-day compliance period with a daily fine of $100 for each violation if not resolved. After clarifying typographical errors in the violation codes, the board unanimously passed a motion finding the respondent in violation as of October 27, 2025, allowing until December 20, 2025, for compliance, with a $50 daily fine per violation thereafter.
Another case, 2025-02368, involved a fence permit issue. Although the permit was approved on November 7, the respondent had not completed the necessary steps to secure it. The board debated whether to impose a fine, ultimately deciding to extend the compliance deadline to December 11, 2025, allowing time for the permit to be secured and work to commence. A revised motion was passed unanimously, finding the respondent in violation as of August 6, 2025, and stipulating fines if compliance was not achieved by the new deadline.
