Ocoee City Commission Approves Contested Rezoning Proposals

In a recent Ocoee City Commission meeting, several decisions were made regarding several proposed rezoning and development plans that have sparked debate within the community. The meeting revealed a community grappling with change as the commission approved contentious rezoning requests, including a shift from low to medium density residential land use, and the greenlighting of new commercial and mixed-use developments.
The Planning and Zoning commission discussed and ultimately recommended approval for a plan future land use map amendment and rezoning for a property on South Blueford Avenue. The rezoning aims to change the area from low density residential to medium density residential, with the corresponding shift from R1AA single-family dwelling District to PUD planned unit development District. This proposal, represented by Andrew Seckler, the project’s architect and designer, was met with public unease. Residents Dan Bright and David Blackwell, among others, voiced concerns about the impact on the community, questioning the potential precedence this rezoning could set for further developments and the maintenance of the single-family home nature of the area. Despite these concerns, the Planning and Zoning commission passed the motions with a vote of 4-1.
Further stirring community response was the discussion surrounding the rezoning request of the Manor property from a single-family dwelling district to a community commercial district. The vacant property, situated on the south side of SilverStar Road, is now set for commercial use following unanimous approval by the commission. This move aligns with the future land use designation of the area as commercial, further expanding the city’s commercial footprint.
The debate extended to the annexation and rezoning request for a property on Aoya Poka Road, transitioning from County A2 Farmland rural District to City C3 General commercial District. Despite no immediate development plans, the property owner’s request to annex and reclassify the land was recommended by the Development Review Committee and received unanimous approval from the Planning and Zoning commission.
Another major development discussed was the AO Oaks joint venture, proposing an 18-lot single-family detached residential development. Concerns were raised about the project’s potential to increase cut-through traffic and the gating of a private road within the development. Following discussions, including points raised regarding road connectivity and nearby amenities, the commission approved the preliminary subdivision plan.
The Cambria Suites Ocoee hotel development, featuring a 1,500-foot restaurant and a six-story building height exceeding the zoning limit, was also presented. The plan includes the hotel’s strategic placement and proposals for vehicle interconnections to manage traffic flow. Despite its scale and the variances sought, the commission engaged with the plan, which is situated within a targeted redevelopment area.
The Gardinia Point rezoning was a particularly contentious topic, with the 37.37-acre development prompting public concerns about its impact on traffic, safety, and the environment. The proposed plan, which includes wetland preservation and recreational amenities, received a recommendation for approval despite the debate over the implications for the adjacent townhome subdivision and local wildlife.
Another ordinance discussed aimed to align with the Live Local Act, addressing affordable housing development regulations. The bill, Senate Bill 102, requires cities to allow certain affordable housing projects to exceed the highest density allowed without needing a plan amendment. The proposed ordinance in response to this bill, which was approved by the commission, details submission requirements and enforcement mechanisms for qualifying projects.
Additionally, the meeting covered updates on various ongoing city developments, such as progress in the North Lakewood area and the City Center, as well as upcoming workshops and training events. These updates reflect the city’s broader growth and development trajectory.
