Ocoee City Denies Pickleball Court Proposal Amid Traffic Concerns for New Developments
- Meeting Overview:
The Ocoee City Commission meeting saw the denial of a variance request for constructing a pickleball and basketball court on a residential property, alongside discussions on traffic issues related to a proposed residential development on North Lakewood Avenue. The meeting also approved the annexation and rezoning of properties for a new development, while addressing concerns about a proposed Holiday Inn Express.
The most notable issue discussed was the variance request for a property on Verde Pines Court, where the owner sought approval to build a pickleball/basketball court in the side yard. This request was presented by Planner Bizier, who outlined the criteria needed for such a variance under the land development code. The staff recommended denial, concluding that the property did not meet the necessary conditions, such as having special characteristics or being deprived of rights enjoyed by other properties. Despite suggestions from the applicant’s contractor, Landon Fleming, about using a six-foot vinyl privacy fence to mitigate concerns, the commission upheld the staff’s recommendation. Neighbor Karen Corbin voiced strong opposition, citing drainage and erosion issues that could be exacerbated by the additional impermeable surface area of the proposed court. Her comments highlighted past problems with erosion and the potential for increased water flow towards her property, prompting the commission to deny the variance request.
Another focal point was the annexation and rezoning of 1460 North Lakewood Avenue for a residential development project. The proposal aimed to transition approximately 6.46 acres into a Planned Unit Development to construct 30 attached single-family units or townhomes. Concerns were raised by residents about increased traffic on North Lakewood Avenue, with one highlighting difficulty accessing his driveway due to existing congestion, especially during school hours. These concerns were acknowledged, and the Assistant City Manager discussed the comprehensive plan’s provision for widening North Lakewood Avenue to a three-lane road, intended to handle the estimated 199 additional daily trips resulting from the development. Despite these concerns, the commission approved the rezoning motion with a vote of 3 to 1.
The meeting also reviewed a special exception request for a Holiday Inn Express on a C2-zoned parcel. The proposal was initially denied due to its classification as an extended stay hotel, but revisions were made to conform to a standard hotel model. The Development Review Committee recommended approval, asserting compatibility with surrounding land uses. The applicant, Russell Maynard, agreed with the staff’s assessment, and following a public hearing with no opposition, the commission approved the special exception. Discussions included the requirement for a new special exception should there be any changes to the hotel brand or user.
In addition to these primary topics, the meeting addressed the annual comprehensive plan tax amendment, adopting a five-year capital improvement schedule linked to the city’s budget. Concerns were raised about the police firing range’s safety, but staff reassured members of the nearing completion of a new indoor range. Progress updates on various infrastructure projects were provided, including the Alain and Marlo project, the completion of Oakland Avenue improvements, and plans for Blueford Avenue. The meeting concluded with motions for project recommendations and scheduling for the next session.
