Ocoee Code Enforcement Board Tackles Shed Compliance, Vehicle Violations, and Elects Leadership
- Meeting Overview:
The Ocoee Code Enforcement Board convened on July 17, 2025, to deliberate on multiple code violations, with a primary focus on a case involving unauthorized modifications to a shed, before moving on to other matters, including vehicle violations and leadership elections.
One notable issue addressed by the board was case number 2025-01882, which involved a property where individuals were allegedly living in a shed that had been modified without the necessary permits. Officer Laughler presented the details of the case, which included a May 23, 2025, observation of a large trailer being brought onto the property. Upon investigation, it was discovered that the shed had undergone alterations, such as the replacement of a garage door with a wall and a window, and contained children’s beds and a bassinet.
Officer Laughler noted several violations, including vehicles parked on unpaved areas, the use of multiple extension cords running from the house to power the shed, and the presence of junk and debris in the yard. He emphasized that these conditions failed to meet safety and housing standards, recommending fines of $50 per violation per day for ongoing non-compliance.
Christian Mahia and his father, Francisco Mahia, attended the meeting to speak on behalf of the property. Christian Mahia asserted that they had made efforts to clean up the property, stating, “We already picked up everything in the backyard. We called the dumpster. We took everything out and the porch. We took everything out, disconnected everything.” Despite these claims, he admitted to being uncertain about the specific violations.
The board clarified that while progress had been made, issues such as the unpermitted shed alterations and use of extension cords remained unresolved. Officer Laughler stressed the importance of obtaining the necessary permits for the shed modifications and urged the Mahias to request a reinspection within the next 15 days to ensure compliance.
In another significant case, the board examined code violations related to a property on Little Spring Hill Drive, referenced as case number 2025-01851. This case involved an inoperable vehicle with expired tags, which violated ordinances pertaining to parking and abandoned vehicles. Officer Diaz outlined the notification process and the lack of response from the property owners. Despite efforts to reach them, the property remained non-compliant as of July 3, 2025. The board unanimously approved a motion to impose a $50 per day fine for non-compliance, granting the owners until August 1, 2025, to rectify the situation.
The board also addressed case number 2025-01979, concerning a vacant property on Dorine Avenue cluttered with trash and debris. Officer Laughler described the violations, which included improper trash can storage and a significant pile of junk. Although a notice of violation was posted on June 10, 2025, and the owner was given until June 25, 2025, to address the issues, compliance had not been achieved. The board unanimously agreed to find the property in violation, imposing a $50 per day fine until compliance is met by August 1, 2025.
Beyond the individual cases, the board conducted its leadership elections. Member Vander was nominated and unanimously re-elected as chair, while Member Lewis was similarly re-elected as vice chair. The elections proceeded smoothly.
During the comments section, board members expressed gratitude for their colleagues’ efforts and the smooth functioning of the board. Some members refrained from offering additional comments, while others thanked their peers for the successful nomination. A lighthearted moment occurred when an audience member made a playful remark about a participant’s appearance, adding a touch of humor to the proceedings.
The meeting concluded with the chair acknowledging a previous commission meeting’s significant efforts to install Automated External Defibrillators (AEDs) in local parks. The chair emphasized the importance of these devices in saving lives and encouraged board members to familiarize themselves with their use. Additionally, the chair noted the potential expansion of the board by one additional member in the future before adjourning the meeting.
