Ocoee Commission Tackles Townhome Development and Cultural Celebrations
- Meeting Overview:
The Ocoee City Commission addressed a variety of issues in its recent meeting, with the most contentious topic being a tied vote on proposed comprehensive plan amendments and a rezoning ordinance for a property on South Blueford Avenue. The proposal from applicant Judy Black sought to change the future land use map designation from low density residential to medium density residential, and the zoning classification from R-1AA to PUD (planned unit development). Despite Black’s assurance that the five-unit townhome project was not high-density and would blend with the neighborhood, concerns were raised about the loss of green spaces, traffic impact, and whether the design plan was compatible with existing homes along Blueford. The tied vote underscored the commission’s division on the matter.
The commission also deliberated on other issues, including a request from the Asian American Heritage Council of Central Florida to waive the venue rental fee for their annual Asian Culture Festival. The commission decided to waive the fee, subject to the provision of insurance and coordination with the Parks and Recreation department. Public comments included a proposal for a brick memorial to honor veterans, a resident’s experience as a freedom fighter, and gratitude from the West Orange Chamber of Commerce for the city’s support of a recent event.
Celebrating cultural heritage was a theme as the commission discussed recognizing Arab American Heritage Month and highlighted the history and contributions of Arab Americans. Additionally, a resident addressed the need for safety measures at Arden Park.
During the meeting, a resident raised concerns about the condition of Coventry Park’s basketball court, requesting upgrades. The commission reviewed and approved the consent agenda, pulling an item for discussion regarding a park sign obstructed by a fence, which was decided to be addressed later. The first reading of an ordinance related to the city’s municipal General Employees Retirement trust fund was held, with plans to revisit the ordinance for public comment and a vote in a subsequent meeting.
The commission considered a proposal for townhomes on South Blueford Avenue, with the planning and zoning commission recommending approval with conditions related to design materials and staff comments. The applicant team presented updated renderings of the townhome project, addressing previous concerns about design quality by including the use of brick materials.
Another zoning issue initially discussed involved a proposal that failed due to inconsistency with the comprehensive plan. A second zoning proposal was put on hold for further discussion. The meeting also touched on the Live Local Act and its recent amendments by the Florida legislature, which could impact affordable housing in the city. Recreational programs for young adults were highlighted by a city official.
Commissioner Richard Firstner announced upcoming events and recognized Autism Awareness Month, mentioning local support for young autistic adults. Commissioner Rosemary Wilsen discussed an upcoming shred event and the issue of zip codes affecting insurance rates, advocating for efforts to unify the city’s zip codes.
