Officer Honored for Heroic Act, While Gulf Stream Considers Clubhouse Modifications
- Meeting Overview:
In a recent Gulf Stream Town Commission meeting, Officer Sutton was recognized for his prompt life-saving actions at Gulf Stream School, while the commission deliberated on renovation proposals for the Gulf Stream Golf Club, alongside discussions on infrastructure and zoning matters.
Officer Sutton’s efforts took center stage during the meeting when he was honored with a life-saving award for performing the Heimlich maneuver on an 11-year-old child choking on string cheese at Gulf Stream School. Chief Jones detailed the quick response and skillful execution of the maneuver, which successfully dislodged the obstruction and saved the child’s life. Despite Officer Sutton’s reluctance to accept the spotlight, the commission and the mayor expressed immense gratitude for his bravery and dedication to duty.
Following this recognition, the meeting transitioned to the consideration of proposed modifications to the Gulf Stream Golf Club. Jamie Gavigan, representing the club, presented the application for a demolition permit, a level three architectural site plan review, and a special exception for a setback modification. The club’s historical significance, designed by Addison Mizner in the 1920s, was highlighted as a critical factor in the proposed renovations. The project aimed to preserve the architectural integrity of the building while making necessary updates to meet contemporary needs.
The proposed changes included a slight adjustment to the setback from the coastal construction control line, increasing the distance from the ocean. The addition’s overall square footage would be reduced but repositioned slightly further north to comply with the town’s requirements. The architectural plans, presented by Charlotte Herza, emphasized maintaining the original Mizner aesthetic while enhancing functionality. The new design included a south-side entrance and the demolition of a non-original structure from the 1980s.
The discussion on the golf club’s renovations also touched on the integration of roller shutters to protect diners from high winds and the use of aluminum structures and canvas awnings to create a more inviting space. Commissioner Green expressed enthusiasm over the redesign, particularly appreciating the landscaping plans that emphasized Florida native plants.
In addition to these major topics, the commission addressed various infrastructure and financial matters. Updates on the Capital Improvement Program (CIP) included ongoing drain repairs and sod installation, with a focus on resolving scheduling issues with the contractor, Roadway. Discussions also covered a loan agreement with C Co Coast National Bank, where the town manager assured the commission of maintaining solid reserves without needing to draw on the loan, avoiding unnecessary interest payments.
The meeting further delved into change orders related to the CIP, including those for stormwater structures, backflow preventers, and a light pole relocation. These change orders addressed unforeseen underground conflicts and compliance with new codes, with the commission approving them unanimously after thorough deliberation.
The town also considered updates on the Coina Stone Street marker cleaning efforts, praising the improved visibility achieved by the hired company. The commission approved a quote from American Lighting for repairs to the town’s electrical infrastructure, damaged during construction.
Lastly, zoning discussions featured prominently, with debate surrounding section 7073 of the town code concerning second-story setbacks for single-family homes. The Architectural Review and Planning Board (ARPB) proposed an amendment for a flat minimum side setback of 25 feet. However, concerns were raised about the potential for homogenized architectural styles, with a consensus emerging against altering the current percentage-based approach.
