Old Bridge School Board Discusses Bond Refinancing, Leadership Changes, and Personnel Challenges
- Meeting Overview:
In a recent meeting of the Old Bridge School Board, discussions centered around the refinancing of school bonds, leadership transitions, and challenges in managing personnel. The board outlined plans to refinance bonds issued in 2002, aiming to save over $568,000. Meanwhile, Andrew Lewis announced his departure as Board President, making way for the new president, Ryan Soen. The board also addressed ongoing personnel challenges, including managing medical leaves and hiring school nurses.
The meeting’s most pressing topic was the refinancing of the school bonds initially issued in 2002. Mr. Widell discussed this effort, explaining that the refinancing is expected to save the district over $568,000. The savings include a modest $10,000 for fiscal year 2027 and projections of more than $90,000 in savings for each of the subsequent six years. This refinancing comes after a previous refinancing in 2016 and represents the last opportunity for such a financial maneuver due to the bond’s remaining life. The bond issuance, not exceeding $14,640,650, is scheduled with a timeline that includes a preliminary official statement by April 1, 2026, a sale date of April 8, 2026, and a closing date for receiving funds by April 22, 2026.
The board member, Mr. Widell, provided further insights into the broader financial management of the district. The 30-year bonds, maturing in six years, will free approximately $2.5 million from the debt service portion of the budget, which will impact taxpayers’ contributions. He clarified that this amount, while significant, will not automatically revert to the general fund, emphasizing the distinction between general fund savings and taxpayer relief.
The meeting also marked a leadership transition in the board, with Andrew Lewis announcing his last meeting as president after over eleven years of service. He expressed gratitude for his time in the role and highlighted the importance of collaboration under new president Ryan Soen, to benefit both students and staff. His announcement was met with applause from attendees, and various board members expressed appreciation for his contributions. This transition in leadership symbolizes a new chapter for the board, with hopes of continued collaboration and positive developments for the district.
Personnel matters were another focal point of the meeting, particularly concerning the challenges in managing non-certificated and certificated staff. The board discussed the high number of medical leaves, with about 75 individuals currently on leave. The administration is working to fill these positions through job postings and the use of Kelly Services for substitutes. The hiring of school nurses was specifically noted as a challenge, with the district recently filling a resignation but still facing difficulties due to concurrent leaves. The board clarified that while no dedicated floaters are employed, larger schools have multiple nurses to cover absences as needed.
In addition to these primary discussions, the board addressed questions about transportation, specifically regarding the criteria for determining late school bus pickups. There was also a brief segment acknowledging schools’ participation in Read Across America, where members expressed gratitude for the warm reception during classroom visits. The meeting included an announcement about upcoming events, such as the next SEPTA meeting and the rescheduling of a regular board meeting.
The meeting concluded with an acknowledgment of Officer Patent Denafhrio’s contributions through the DARE program. The board plans to honor him at the next regular meeting and mentioned the incoming officer, Mike Buchcci, emphasizing the continuity of commitment to school safety.
