The representative emphasized, “the town is not going to do it,” explaining that if the town were responsible for the electric lighting, the utility company would manage wiring and fixture replacement. However, JCP&L has not accepted new private communities into their street lighting program for over a decade, making solar lighting the most viable option.
The proposed solar lighting, involving poles 19 feet high, required a waiver for exceeding the local ordinance’s 18-foot maximum. The design aimed to provide better illumination with contemporary lantern-style fixtures. Despite the increased height, there was no opposition from residents, and the lack of complaints about the height variance was noted.
Financial implications for the HOA were a concern. The board discussed the necessity of establishing a reserve fund for future maintenance and replacement costs, with skepticism about the HOA’s ability to manage long-term expenses. A participant pointed out that aging HOAs often face financial struggles. Two different reserve analyses and budgets were submitted, comparing costs for traditional electric lighting and the proposed solar system.
The transition from developer to HOA management was another topic. The need for a transition report was stressed to ensure the HOA was fully aware of its financial responsibilities. Concerns were raised about the potential for HOAs to draw from reserves for immediate needs, compromising their ability to maintain the lights. The total budget for the HOA was outlined as $69,000, with an annual reserve contribution of $25,000 earmarked for long-term maintenance.
The board also addressed the technical aspects of the solar lighting system. Questions were raised about the performance of the lights during adverse weather, with assurances given that the battery backup systems were functioning effectively, even during prolonged rain periods. The engineer confirmed that recalibrations ensured the new fixtures provided equivalent lighting levels to the previously approved design.
