Old Tappan Borough Council Approves Lightning Detection System Amid Debate
- Meeting Overview:
During a recent Old Tappan Borough Council meeting, the council approved the installation of a Perryweather lightning detection system after a thorough discussion. The council addressed several issues, including a Girl Scout’s community project proposal and mutual aid reimbursement for the fire department.
The council’s decision to approve the Perryweather lightning detection system was the central focus of the meeting. The system, initially considered for five locations, was reduced to three—Stone Point, Chestnut, and the golf course—after consultation with local schools, which opted for their own systems. Concerns were raised about the system’s coverage and the rationale behind reducing the number of units. A council member questioned whether the locations would adequately serve community areas, including sites like a community garden. The debate included practical considerations about the range and audibility of the alarms, with suggestions to map coverage areas for clarity.
Council members expressed differing opinions on the necessity of the system. Some argued that residents should be aware of weather conditions without relying on technology, while others emphasized the added safety and reduced liability the system would provide. The lease agreement for the system spans five years, with maintenance covered by the provider, alleviating concerns about ongoing costs.
When it came to the vote, a majority favored proceeding with the installation despite the dissent of one council member, who expressed a desire to see other proposals before making a decision.
In new business, Sarah Rubano presented her Girl Scout Gold Project proposal, “Bridging Generations,” aimed at improving access for seniors at Sunrise Senior Home to Oaks Park. Sarah outlined plans for a pathway, supported by volunteers and donations, to facilitate easier visits to the park. The council discussed logistical aspects, including engineering assistance and permits, as well as long-term maintenance considerations. Sarah suggested concrete pavers and a ten-foot width to accommodate wheelchairs and walkers. The council expressed support for the initiative, recognizing its potential benefit to senior residents, while advising on securing necessary permissions and considering safety measures like a gated access point.
The meeting also covered the topic of mutual aid reimbursement for the fire department. A discussion arose from a recent incident where the Old Tappan Fire Department assisted Patterson, New Jersey, due to a lack of fire hydrants during a water main break. The borough is set to receive reimbursement at a FEMA rate for the use of the squad and the firefighters’ time. However, discrepancies in understanding the salary ordinances and the absence of a mutual aid agreement with Patterson complicated the authorization of payments. A proposal was made to amend the salary ordinance to include a provision for compensating fire department personnel on an hourly basis for mutual aid, facilitating legitimate payments.
Further discussions emphasized the importance of ensuring that the ordinance changes would apply going forward and included a recommendation to consult with the borough’s attorney. The conversation highlighted the need for efficient handling of mutual aid arrangements to support the fire department’s operations.
Other updates from the meeting included progress reports on various local projects and department activities. The Central Avenue crosswalks project is poised to proceed once permits are secured, with completion expected within days. The library parking lot’s line spacing was also a topic of discussion, with commitments to maintain existing spacing. Council members shared community updates, including an upcoming Town Day and various public works achievements, such as tree maintenance and preparation for local events.
