- Meeting Overview:
In a recent Old Tappan Borough Council meeting, several decisions were made regarding the appointment of new members to the planning board and the implementation of unconventional geese control measures at the local golf course. Nick Mamario was appointed as the planning board chairman, and Tom Jung joined as a new class two member. Additionally, the council discussed the potential acquisition of a dog to manage the geese population at the golf course, sparking debate over the practicality and cost-effectiveness of this approach.
The appointment of Mamario as the planning board chairman was highlighted by Councilman Cort Gwon, who expressed confidence in Mamario’s vast experience and skills that are expected to contribute to the community’s development. Gwon also brought attention to Tom Jung’s appointment, citing his extensive experience with the Department of Public Works (DPW) and the value he would bring to the board in his new role.
The conversation took a different turn when the council examined the proposal to acquire a dog specifically to deter geese at the golf course. Councilman William Boyce outlined plans to improve Memorial Park and an increase in golf course memberships, which led to the geese control discussion. While Boyce advocated for the decision, Councilman Gwon questioned the efficacy and expenses related to maintaining a dog for this purpose.
In addition to planning board appointments and geese control, the council addressed budgetary considerations, particularly concerning the police department. Councilman Ron Binaghi Jr. emphasized the importance of the upcoming budget meeting with the police chief and the necessity for effective succession planning to ensure leadership continuity. Binaghi Jr. also commended Councilman Guy Carnazza for his detailed financial analysis in relation to police contract negotiations, underscoring his instrumental role in informing the council’s financial decisions.
The council also proposed changes to the senior citizens’ advisory committee. The professional development day at local schools and an impending budget meeting with the school administration were acknowledged. Additionally, the installation of new line officers and company officers in the fire department was recognized, and plans to revise ordinances affecting the department’s operations were discussed.
A noteworthy point of debate arose regarding the fire department’s retired rescue truck. The vehicle, described by Councilman Binaghi Jr. as rusty with dead batteries, was deemed nonfunctional and a candidate for disposal. The council agreed to auction off the vehicle, with a motion to proceed made by Councilman Boyce and unanimously approved.
Mayor Thomas Gallagher reported on his engagement with regional matters, including discussions on the Open Public Records Act and affordable housing legislation at the Bergen County League of Municipalities breakfast. At the Pascack Valley Mayors dinner, Gallagher noted that flooding was an issue of concern among the attendees.
Council President Christine Massaro led the approval of minutes from previous meetings, which passed with one abstention. The council deliberated over a new street name, Central Square Lane, which sparked a conversation about potential confusion with similar-sounding street names. Developer Eddie Sujack argued for consistency within the development, ultimately gaining the council’s approval.
Furthermore, Councilman Boyce introduced ordinance 1248 d24, regarding tree preservation and removal, which was set to be reviewed by the planning board. The ordinance’s final passage is to be determined after the planning board’s assessment.
