Some members expressed concern about the expenditure, noting its substantial portion of the city’s annual budget. The purpose of the splash pad, described as water activities for children akin to a “little water fountain,” sparked debate over whether this was the best use of funds. There was a suggestion to repurpose the funds if the board desired, pending the city’s initiation of its plans for the splash pad project.

The conversation shifted to property purchases, revealing the agency’s current financial constraints. Nonetheless, two potential sites in the triangle area were being appraised for possible acquisition, with estimates ranging from $500,000 to $600,000. This led to a suggestion that funds originally intended for development assistance could be redirected for these property purchases, pending budget amendments.

The meeting also addressed the CRA’s grant processes, emphasizing transparency and alignment with city procedures. The current first-come, first-served grant process was highlighted, with a waiting list established due to exhausted funds. It was clarified that the CRA pays contractors directly for home improvement work, selected through a bidding process.

In terms of development, $700,000 was allocated for the year, with an additional $200,000 earmarked for park amenities, and $100,000 dedicated to streetscapes. Although green projects received no funding this year, ongoing initiatives like the Greater Miami Service Corps were recognized for enhancing community spaces.

The board also passed a resolution for a long-term ground lease with two entities for properties within the CRA’s boundaries, part of an unsolicited public-private partnership proposal. This initiative aimed to spur downtown development, with hopes for visible progress, metaphorically described as “cranes in the sky.” To prevent stalled developments, the board recommended a reverter clause, allowing properties to revert to the CRA if development did not commence within a specified timeline.
